The Multi-CC PM leads the implementation of NRCâs education and protection programmes in West & Central Darfur, Sudan. The role includes managing staff, budgets, and activities, targeting vulnerable populations, and building team capacity. It also involves coordinating with stakeholders and partners, supporting programme development and innovation, and ensuring effective reporting, compliance, and advocacy for displaced populations.The following is a brief description of the role. What you will do: The Multi-Core Competency Project Manager (Multi-CC PM) is responsible for leading the design, implementation, and quality assurance of education and protection programming in line with organizational strategies and donor requirements. The role includes line management of project staff, overseeing budgets, activities, and documentation, and ensuring assistance reaches the most vulnerable populations. It involves strengthening team capacity through training and mentoring, coordinating closely with internal departments and external stakeholders, and maintaining high technical standards across education and protection interventions. The position also supports innovation through market-based approaches, partnership development with local authorities and organizations, and the development of new project concepts, while contributing to advocacy efforts and ensuring effective reporting and collaboration across functions. The role will be based out of the Area Office and is a member of the Area Management Team. The following is a brief description of the role. Generic responsibilities: - Line management responsibilities for directly reporting staff. This includes the Performance management process; setting clear goals aligned to country strategy and priorities, and to follow up and support staffâs achievement.
- Responsible for key processes as workforce planning, recruitment, staff induction and development and ensure Duty of Care for own staff
- Compliance and adherence to NRC policies, guidance and procedures
- Responsible for the management and implementation of delegated Education and PfV projects in West and Central Darfur, Sudan
- Management and overall coordination for the specific grant(s), including project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
- Responsible for coherent implementation to recipients of the specific Education and PfV assistance
- Implement technical direction and ensure high technical quality of specific project(s).
- Contribute to fundraising for future evolutions of the project(s) and revise funding proposal, budgets and donor reports, based on technical standards and donor priorities
- Develop and manage project budget (in cooperation with CCs/Specialists) and coordinate across CCs.
- Support the AM to liaise and collaborate with relevant local and national authorities and stakeholders and at times represent NRC in relevant sub-level forums/cluster/working groups, specific to the project(s)
- Contribute to the development of Country, Area and CC strategies, participate in the development of relevant CC and thematic projects.
- Ensure capacity building of project staff and transfer key skills
- Ensure CCs staff has access to relevant and sufficient technical guidance
Specific responsibilities: - Oversee high quality implementation of Education and Protection grants, including development of appropriate tools, guidance, systems
- Develop capacities of a Sudanese project team to complete project implementation, through training, mentoring, and coaching
- Provide regular progress reports to the AM and the technical specialists and promote and share ideas for improvement and recommend necessary changes in activities.
- Ensure that key learnings are extracted from the projects and incorporated into program strategy and staff development processes.
- Take actions to ensure appropriate and predictable context understanding across the project,
- Providing technical supervision and guidance to PfV staff on protection monitoring, case management, referral mechanism, and community-based protection strategies ensuring quality and compliance with protection standards.
- Document protection risks and identify strategies to reduce violence, coercion and deliberate deprivation
- Monthly data analysis are conducted to monitor progress, identify trends in protection risks, unmet needs, and other concerns. Findings are shared with the Protection & Education technical specialists, AM, and relevant actors to enhance response planning and program effectiveness.
- Take the primary lead in conducting Protection & Education assessments and Protection risk analysis to identify appropriate interventions aimed at enhancing the resilience of local and communities in the target areas.
- Responsible for attending relevant Education/Protection specific meetings and coordination for a, representing NRC strictly within the limit set out by the Area Office.
- Develop and implement monitoring and evaluation plans to assess program effectiveness, efficiency, and impact.
- Any other tasks as delegated by the line managers.
What you will bring: Generic professional competencies for this position: - Minimum 5 years of experience in a senior project implementation position in a humanitarian/recovery context, particularly in project start-up.
- Demonstrated international experience in humanitarian contexts (outside home country), preferably in complex emergency or conflict-affected settings.
- B.A degree in social and protection science and/or education background
- Experience from working in complex and volatile contexts
- Extensive technical experience to manage general protection and education programs, Education in Emergencies, Protection case management, and community-based protection programs.
- Documented experience multiple sectors/CCs project startups
- Documented results related to the positionâs responsibilities
- Knowledge about own leadership skills/profile
- Fluency in English, both written and verbal
Context/Specific skills, knowledge and experience: - Proven experience working in high-hardship, high-risk environments, with clear evidence of operating under security, access, and operational constraints.
- Strong technical expertise in protection and education programming, including design, implementation, and adaptation in emergency contexts.
- Demonstrated leadership and team management skills, with ability to manage diverse teams under pressure.
- Working knowledge of Arabic is an advantage.
- Experience with protection case management (general protection case management preferred, GBV or CP case management acceptable).
- Experience working with case management databases and ability to analyse and integrate information from a wide range of sources (Database, reports).
- Experience applying appropriate problem analysis tools, mechanisms, and processes at all stages of the project cycle
