JOB DETAILS: Vanguard Economics Ltd, founded in 2015 in Kigali, is as an advisory and research firm dedicated to delivering high-quality socio-economic and strategic research services tailored to the African context. About the Position The Monitoring, Evaluation, and Learning (MEL) Expert will be responsible for leading the design and implementation of comprehensive MEL frameworks across multiple projects and programs. This role involves strategic oversight of MEL activities, ensuring that data is systematically collected, analyzed, and used to inform decision-making, improve program effectiveness, and drive learning across the company. The MEL Expert will work closely with senior leadership and program teams to embed a culture of evidence-based learning and adaptive management. Key Responsibilities • Develop and lead the implementation of Vanguard Economics MEL strategies that align with the overall mission and goals ensuring that the systems are robust, user-friendly, and capable of generating high-quality data for strategic decision-making • Provide technical leadership in designing and implementing MEL frameworks, including theories of change, logical frameworks, and results-based management (RBM) systems. • Oversee the design and implementation of project-specific MEL plans, ensuring that they meet clients’ requirements and align with company priorities. • Lead the development of data collection tools, methodologies, and protocols that ensure the integrity and reliability of data. • Conduct or oversee evaluations (e.g., baseline, mid-term, end-line) and special studies as per clients’ requirements. • Foster a culture of continuous learning within the Company by facilitating learning sessions, after-action reviews, and reflection workshops. • Synthesize evaluation findings, lessons learned, and best practices to inform projects design and improvement. • Develop and disseminate knowledge products such as case studies, policy briefs, and reports that showcase the impact and lessons from projects. • Lead the analysis of quantitative and qualitative data to assess program performance and impact while utilizing advanced data visualization techniques to present findings in a clear and accessible manner to various stakeholders • Ensure the timely preparation and submission of high-quality MEL reports to clients, partners, and senior management. • Provide technical guidance and capacity building to staff and partners on MEL concepts, tools, and best practices through mentorships, trainings and coaching to enhance their technical skills and professional development in MEL methodologies, data collection, data analysis, and reporting. • Promote the use of digital tools and technologies to enhance data collection, analysis, and reporting processes and drive adaptive management practices by ensuring that learning is integrated into project planning and implementation.? Education Qualifications • Master’s degree in Social Sciences, Development Studies, Statistics, Public Health, Economics, or a related field. • Post graduate studies in Project planning or Monitoring and Evaluation are desirable Preferred Skills • Advanced proficiency in data analysis software (e.g., STATA, R) and data visualization tools (e.g., Tableau). • Exceptional analytical, problem-solving, and critical thinking skills. • Strong leadership and team management skills. • Excellent communication and presentation skills, with the ability to convey complex information to diverse audiences. • Proficiency in qualitative and quantitative research methods. Experience • At least 3-5 years of experience in MEL roles, with a focus on large-scale, multi-country development programs. • Significant experience in designing and leading complex evaluations is essential. • In-depth knowledge of MEL best practices, methodologies, and tools in the context of international development. Familiarity with donor requirements (e.g., USAID, DFID, EU) and international development standards. • Understanding of the principles of adaptive management and evidence-based learning.
