Project Background:

Data-Activated Architecture for Resilient Transition (DART) supports the Ministry of Health (MOH) to strengthen and scale interoperable, fit-for-purpose digital health systems. The project supports facility digitization and EMR readiness; National Data Warehouse (NDWH) stabilization; data-center design and cybersecurity; Health Information Exchange (HIE) operations and priority integrations; workforce certification; survey modernization; responsible AI adoption; and service-delivery data reporting performance. The project is designed to build on MOH-owned systems, repositories, standards, and governance structures, with progressive transfer of capability to government and Ugandan institutions. Project period is anticipated 2026–2030, beginning with a six-month foundation phase.

Note: All positions are subject to award, final organizational design, and Palladium hiring procedures. Reporting lines may be adjusted during mobilization. “MOH” includes the responsible Directorate/Department of Health Informatics (DHI) and other government units as applicable.

Position Summary:

The MEL & Evidence-Pack Lead designs and manages DART’s performance monitoring, verification readiness, learning, reporting, and evidence-pack systems. The role ensures that every result is supported by reliable, complete, auditable evidence aligned with the project’s performance-based workplan, milestone plan, donor requirements, and MOH reporting needs.

Location:

This role and project will be based out of Kampala, Uganda with national and regional travel as required. Candidates must have current work authorization in Uganda as visa sponsorship cannot be considered.

Reporting and Supervision:

This role will report to the Country Lead, DART

Primary Responsibilities:

• Lead development and maintenance of the project MEL plan, indicator reference sheets, data collection tools, verification protocols, reporting calendar, and evidence-pack architecture
• Establish quality-assurance processes for milestone evidence, including procurement records, installation certificates, asset registers, test results, training records, operational logs, site acceptance, and third-party verification documentation
• Coordinate verification readiness across all technical workstreams and ensure evidence is compiled continuously, not retrospectively
• Develop and manage project dashboards, progress-review tools, risk tracking, learning agenda, and adaptive management documentation
• Lead preparation of quarterly progress reports, annual reports, success stories, learning products, and donor reporting inputs
• Support verified baseline publication and performance reporting for facility reporting, eIDSR, eCHIS, HIE operations, system performance, and other project indicators
• Coordinate with MOH, USG/GOR, third-party verifiers, LFA representatives, and internal teams on data quality, evidence review, and corrective action
• Build capacity of technical staff and partners in documentation, evidence quality, and performance reporting

Qualifications and Experience:

• Master’s degree in public health, monitoring and evaluation, statistics, economics, health informatics, or related field
• At least 7 years of experience in MEL, performance management, donor reporting, verification, audit readiness, or results-based financing
• Experience with USG-funded programs, fixed amount awards, milestone-based mechanisms, or government-to-government verification is strongly preferred
• Strong skills in indicator design, data quality assurance, evidence management, dashboards, reporting, and technical writing
• Excellent organization, attention to detail, stakeholder coordination, and English communication skills
