Overall Responsibilities The Medical Logistics/Supply Chain Officer will be evaluated based on the following Key Performance Areas to ensure effective support to COE Pharmacy or SCD supply chain management. 1. Quantification and procurement planning - Prepare accurate quantifications for COE clinic and SCD for directly procured health commodities.
- Provide regional oversight on quantification, ordering, and reporting processes in HFs for ordering commodities from national warehouse.
- Stakeholder coordination and dissemination of new quantification considerations from MoH
- Analyse regional trends in order fulfilment rates (OFR), missed orders, and late submissions, then escalate systemic issues to MoH/NMS/JMS
- Monitor LMD and OFR analysis and relay feedback on targeted discrepancies for refill by the warehouses
- Plan and conduct quarterly joint order quality assurance missions with regional NMS, JMS, and LA TAT
2. Medication management - Provide regular updates on regional supply chain platforms, highlighting district-level input, process, and output indicator performance.
- Review and verify prescriptions for appropriateness, dosing, and interactions.
- Ensure accurate medication orders and dispensing.
- Monitor therapy effectiveness and adverse drug reactions.
- Monitor antibiotic use and resistance patterns.
- Participate in antimicrobial stewardship activities.
- Make evidence-based recommendations for therapy adjustments
- Contribute to quality improvement initiatives and track and report adverse drug reactions.
3. Performance Monitoring & Data Use - Review supply chain dashboard for the COE and supported HFs managing and generate corrective actions.
- Review, validate, and share monthly performance briefs to supervisors.
- Support use of supply chain data in COE and supported HFs to make informed decisions.
4. Patient Care & Counselling - Counsel patients on adherence, side effects, and drug benefits
- Provide medication education to patients and caregivers.
- Identify and address barriers to effective therapy (e.g., adherence issues).
5. Quality Assurance - Plan monthly joint targeted support supervisions to HFs managing SCD.
- Use field activity reports to track progress
- Support improvement initiatives to address performance gaps
7. Waste Management - Analyze monthly stock data on expired medicines and work towards reducing % wastage to expiry to less than 5%.
- Use monthly expiry reports to conduct targeted TSS to supported HFs with highest wastage.
- Support HFS to track expired medicines for withdraw for disposal by NMS
Required Qualification, Experience and Competencies: - Bachelorâs degree in pharmacy
- Additional qualification in procurement/logistics/supply chain management or public health will be added advantage
- A minimum of 2 years total working experience.
- Experience in medical logistics health system strengthening
- Experience working with HIV/TB programs and knowledge of national pharmaceutical policies and systems is an added advantage
