PPDA is seeking to recruit a qualified, competent and highly motivated Ugandan to fill the following post: Job Purpose To plan, coordinate, and supervise performance monitoring activities in central government procuring and disposing entities with the aim of ensuring compliance with the PPDA Act, regulations, and guidelines; and to promote service delivery for sustainable development DUTIES AND RESPONSIBILITIES - Manage the conduct of Procurement Audits, on-spot monitoring and inspections, Contract Audits and bid preparatory audits,
- Monitor National Development Plan flagship projects,
- Oversee the preparation of the annual audit work plan,
- Conduct Procurement related Investigations as and when required,
- Monitor absorption and accountability of the departmental budget,
- Prepare the Annual Procurement Audit and performance Reports,
- Provide leadership, supervision and performance management of staff,
- Ensure compliance Monitoring of PDEs to ensure implementation of Procurement Plans and submission of monthly and quarterly procurement and disposal reports,
- Monitor the performance of the public procurement and disposal system (E-GP and GPP),
- Actively manage and engage High Spend Entities,
- Develop a risk management framework for the Department,
- Track Budget performance of PDEs,
- Monitor the implementation of the Contracts Monitoring System (CMS),
- Review the audit tools regularly to ensure all emerging issues are included at all times, and
- Undertake any other duties as may be assigned from time to time.
Requirements EDUCATION REQUIREMENTS - A Bachelorâs Degree with Honours in Procurement; or Supply Chain Management, from a recognized University or institution. OR An Honours Bachelorâs Degree in Commerce; or Business Administration; or Economics plus Full professional qualifications in Procurement/Purchasing and Supply Chain Management (such as CIPS, ISM, CILT) from a recognized University/Institution. OR Full professional qualification/membership of Procurement/Purchasing and Supply Chain Management (such as CIPS, ISM, NEVI and CILT) from a recognized University/Institution.
- A Masters Degree in Supply Chain Management; or Business Administration; or Management field; or any relevant field from a recognized institution and;
- Full Professional qualification in Procurement or Supply Chain Management such as CIPS, NEVI or any other related Professional Body.
- Professional qualification in either ACCA or CPA will be of added advantage.
JOB RELATED EXPERIENCE& KNOWLEDGE; - A minimum of seven (7) years in public procurement with a minimum of three (3) should have been served at senior officer level in a reputable Organization,
- Knowledge of the PPDA Act cap 205.,
- Knowledge of Development Partner Procurement Regulations (World Bank, European Union, African Development Bank) will be of added advantage.
