About Hub:
War Child Alliance received Funding from PRM to establish a Localization Hub. The hub will serve as a dedicated institution focused on supporting the localization agenda, empowering local partners, providing organizational support, and strengthening capabilities in responding to MHPSS concerns, safe identification and referral, psychological first aid, complaints, and feedback mechanisms in addition to procurement, finance, MEAL, and governance to minimize unintended harm caused by staff interactions with the affected population while ensuring integrated institutional enhancement and project-specific support. The project aims to extend the knowledge and skills beyond its lifecycle through methodologies such as in-job training, Training of Trainers (TOT), and the certification of national cadres in System of Care interventions, imparting skills and knowledge to local actors will contribute to improving the well-being of refugees and vulnerable host communities and develop a group of local experts capable of addressing current and future humanitarian challenges.
Job Summary:   The Localization Hub Coordinator will provide support on a day-to-day basis for the Localization Hub’s activities, ensuring the effective execution of capacity-building programs for national/local partners. The coordinator will lead the design and facilitation of training modules, organizational assessments, and strategic development plans aimed at enhancing the operational and technical capacity of local organizations.
Position in organisation and essential functional relations
The Localization Hub Coordinator Reports to the Localization and Resource Mobilization Specialist based in Kampala
Essential functional relations include: Managers, programme teams, Logistics, Procurement and HR Teams
Key objectives of the role;
Responsible for the implementation of project activities under localization.
Capacity building of staff and partners.
Coordination and Partnerships management.
Reporting & Documentations of activities.
Financial management and Administrative Oversight.
Key Duties and Responsibilities:
Responsible for the implementation of project activities
- Oversee the implementation of Localization Hub activities in alignment with the project’s objectives.
- Develop, manage, and adjust monthly activity plans and budgets as needed.
- Ensure continuous communication with staff, partners, and stakeholders to ensure alignment and smooth execution of project activities.
- Oversee the incorporation of feedback from Monitoring & Evaluation (M&E) and technical teams to improve project outcomes.
- Track project progress, ensuring quality implementation, and report on achievements with support from the M&E team.
- Ensure compliance with operational procedures and safeguarding policies.
Capacity building for local partners:
- Design training modules focused on organizational systems such as MEAL, governance, financial management, procurement, and data protection.
- Lead training sessions, mentoring programs, and hands-on support for local partners to improve their operational and programmatic capacities.
- Conduct detailed organizational capacity assessments and develop tailored organizational development plans based on identified gaps.
- Ensure ongoing support through a combination of online and in-person training sessions.
Coordination and Partnerships:
- Build and maintain strong working relationships with local partners, government agencies, UN organizations, and other stakeholders involved in the localization agenda, and the refugee response.
- Assist partners in addressing operational challenges and ensuring effective project implementation.
- Foster collaboration between local partners, QuAM members and academic institutions involved in training and development initiatives.
Reporting and Documentation:
- Prepare regular progress reports, donor reports, and other project documentation as required, ensuring accuracy, completeness, and timeliness.
Financial management and Administrative Oversight
- Oversight of project budgets and make sure that all administrative procedures are followed strictly and effectively with the support of operations staff
- Control the budget and ensure proper expenditure of each budget line, in coordination with the finance department
- Monitor project-related finance transactions
Other
- Any other duties as assigned by the line manager in line with these terms of reference and the fulfilment of the tasks.
Qualifications, Skills and Experience:
- Bachelor’s degree in a relevant field such as international development, social work, humanitarian assistance, or a related discipline.
- Master’s degree or a post graduate diploma will be an added advantage.
- Minimum of 5 years of experience in project coordination, preferably in development, protection programming or refugee response.
- Proven experience in designing training modules, coaching, mentoring local partners and also in project planning, budget management, and monitoring and evaluation.
- Demonstrable experience in working with national/local partners.
- Strong background in designing and facilitating training modules for local partners in refugee and conflict-affected settings.
- Experience managing budgets and overseeing project operations.
- Knowledge of the refugee settlement context in Uganda
- Ability to identify and assess organizational gaps and provide strategic development solutions.
- Fluency in English.
- Problem-solving skills and ability to work independently.
