Invitation To Bid For Provision Of Consultancy Services For Conducting A Feasibility Study Of Seven Strategic Regional And Border Special Economic Zones (Sezs) tender at Uganda Free Zones and Export Promotions Authority (UFZEPA)

1. The Government of the Republic of Uganda represented by Uganda Free Zones and Export Promotions Authority (UFZEPA) has allocated funds to be used for acquisition of Consultancy Services for Conducting a Feasibility Study of Seven Strategic Regional and Border Special Economic Zones (SEZs).
2. UFZEPA therefore seeks to identify a suitable and skilled experienced Consultancy firm with proven international track record in Feasibility Studies of SEZs. This assignment will provide the technical, financial, environmental, institutional, and investment framework necessary to guide the development of operationalizing Seven Strategic Regional and Border SEZs.
3. UFZEPA now invites sealed proposals from eligible consulting firms to provide the provision of the above services. Proposals must indicate information demonstrating that they have the required qualifications and relevant experience to perform the services.
4. Bidding will be conducted in accordance with the procedures contained in the Public Procurement and Disposal of Public Assets Act, Cap. 205 and the Regulations made under the Act and is open to all bidders.
5. Interested eligible bidders may obtain further information and inspect the proposal document at the address given at number 9 (a) from 09:00 to 16:00 (Local time) during working days, Mondays to Fridays.
6. The bidding document may be purchased by interested bidders from the address indicated at number 9 (b) and upon payment of a non-refundable fee of UGX: 100,000 (One hundred thousand shillings only) or on submission of a written application. The method of payment will be direct to an authorized commercial Bank after obtaining a Payment Registration Number (PRN) online via the Uganda Revenue Authority (URA) Portal.
7. Proposals must be delivered to the address below on or before 16th October 2026 at 11:00am. Proposals must be accompanied with a Proposal Securing Declaration that shall be valid until 29th April 2027. Late proposals shall be rejected. Proposals will be opened in the presence of the Consultants' representatives who choose to attend at the address given at 9 (d) on 16th October 2026 at 11:15am.
8. There shall be an online pre - proposal meeting at 10:00am on 30th September 2026. Consultants are encouraged to submit official Email addresses in the written Application letter required at number (6) above. The meeting link shall be shared with Consultants that have purchased the RFP document.
