Invitation for Expression of Interest (EOI) – Land Transportation Services tender at Sinopec International Petroleum Service Co. (Uganda) Ltd

Sinopec International Petroleum Service Co. (Uganda) Ltd. a contractor on the Tilenga EPSCC Project, seeks to regularly competent Ugandan service providers for the provision of personnel land transportation services, including vehicles and qualified drivers, for the Tilenga EPSCC Project in Uganda.

1. Required Vehicle Types

Interested companies are expected to provide the following vehicles with qualified drivers:

• 30-seater buses;

• Vans;

• Pickups.

All proposed vehicles shall be roadworthy, properly registered, insured, fit for use, and not more than ten (10) years old from the year of manufacture. Vehicle condition and documents shall be checked prior to mobilization.

2. Scope of Work

The scope includes provision of vehicles, qualified drivers, daily operation and driver management for personnel land transportation within and between Tilenga EPSCC Project sites in Uganda, subject to project requirements.

The service provider shall ensure full compliance with applicable legal, HSE, operational, project and National Content requirements.

3. Service Period

The anticipated service period shall be a minimum of six (6) months, subject to actual project requirements, operational needs and contract performance.

4. Minimum Requirements

Interested companies shall meet the following requirements:

1. Registered on the National Supplier Database (NSD) under the relevant service category;

2. Valid company registration, trading license, tax/VAT registration, bank statements and audited accounts;

3. Strong HSE management culture and relevant transportation service experience within the last five (5) years;

4. Company profile showing qualified staff, vehicles and operational capacity;

5. Evidence of vehicle ownership or lawful right to provide/control the proposed vehicles;

6. Valid vehicle insurance and relevant vehicle documents;

7. Qualified Ugandan drivers with valid driving licenses, medical fitness certificates and at least three (3) years’ driving experience, oil and gas experience is preferred;

8. Evidence of driver employment, engagement or management arrangement;

9. Confirmation that no fronting, nominee arrangement, undisclosed subcontracting or arrangement inconsistent with Uganda’s National Content requirements shall be used.
