Though, the Current IWMDP which is closing on 31st January 2026, GoU has requested for an Additional Financing (AF) of IWMDP. The proposed AF aims to address a portion of cost overrun which otherwise have resulted in a list of water supply and sanitation infrastructures scope under the project not being constructed, thus enabling the completion of originally planned subprojects and the achievement of the Project Development Objective (PDO). According to the IWMDP Project Appraisal Document (PAD) and renegotiated Additional Financing Agreement, a Project Support Team (PST) shall be established under Component 4 to support the smooth implementation of the Project. The Ministry of Water and Environment invites suitably qualified individuals with qualifications and experience to apply for the under listed positions. 1. Job Title: Information System Specialist No. Vacancy: 1(One) Reporting to: Commissioner Water Resource Planning and Regulation Duty Station: Head Office Contract Duration: 10 Months The specific activities are; - Conduct performance baselines, identify gaps and implement improvements to the WEIS for the assignment period
- Translate business requirements and user stories from user departments at MWE Headquarters and at the regional level into process automation of the WEIS.
- Develop and implement short program system code that improves the usability and friendliness of the system.
- Create structured instructional video content to guide end users in effectively using the WEIS updated interfaces. The self-help videos will be designed and published in the WEIS YouTube account to provide step-by-step demonstrations of key system functionalities, allowing users to independently learn and resolve common operational challenges without requiring direct technical support.
- Analyze and reverse engineer faulty automated processes and dependency issues; developing, testing and implementing improved code to eliminate those system disruptions and maintain system stability.
- Write data pipelines that automate schedules to run on the dedicated MWE local area network data center servers so that telemetry data can be moved to their respective station ID customized base station folders prior to the importation into the Aquarius Time series module of the WEIS.
- Configure, install and manage a real-time monitoring and warning system that tracks the WEIS performance indicators, usage patterns, and critical hardware and software parameters, integrated with automated alert notifications via email and/or WhatsApp Business.
- Analyze and evaluate the reports from the real-time WEIS performance monitoring system to assess the available risks, undertake performance optimization strategies or recommend data-driven technical improvements to the WEIS hardware or software components.
- Update the technical documentation of the WEIS hardware and software component setup. The documentation will include system source code, docstrings, code comments, hardware configurations, technical design documents and APIs.
- Submit a monthly progress report to the Commissioner WRPR summarizing activities undertaken during the month, system performance status, issues encountered, and planned actions for the following month.
A. Experience and Qualifications: The Information System Specialist should; - Have at least 10 years of working experience in the Information technology environment with demonstrated expertise in at least three of the following areas: database design and administration, systems analysis and development, API integration, real-time performance monitoring, or IT systems support.
- Have demonstrated familiarity with Al tools, including large language models and NLP frameworks relevant to chatbot development, experience in water resource management, environmental information systems or the public sector as an added advantage.
- Have a Masterâs degree in Information systems, Computer Science, Software Engineering, or a related field.
- Have a Bachelorâs degree in Computer Science, Software Engineering, Computer Applications or a related field
- Have experience in developing and analysis of Information System designs, requirements gathering, testing, user training and development of technical documentation, and report writing.
- Have a certification in information security application management and implementation.
- Have demonstrated technical experience in the following core areas:
- System analysis, logical design, and application development using Java and/or equivalent languages
- UML and IT architecture modelling
- Database management, SQL, and data warehousing
- API design, development, and integration (REST, GraphQL)
- Web design and programming
- Security of computer networks and applications
- Real-time performance monitoring and telemetry data processing
- Technical documentation and report writing
The following are desirable but not mandatory: - Experience in a supervisory or team lead capacity within an IT environment is desirable but not mandatory.
- Have a certificate in Prince or equivalent project management certification is desirable but not mandatory.
- Have a certification in Information Technology Infrastructure Library is desirable.
- Have experience in the following core areas as desirable
- VB.Net/C# or equivalent advanced programming languages
- Unix/Linux system administration
- Data communications and networking
- A certification in VMware virtualisation and/or MS Hypervisor is desirable. Candidates without this certification should demonstrate equivalent hands-on experience managing virtualised server environments.
