The NBI Secretariat is seeking a highly experienced and innovative Information and Communication Technology (ICT) Officer to lead the planning, implementation, and management of ICT services across the organization. Role Summary The ICT Officer will be responsible for planning, coordinating, and managing ICT services across the NBI Secretariat. The role focuses on optimizing ICT operations, strengthening digital infrastructure, ensuring business continuity, enhancing cybersecurity, and supporting the organization's evolving technology needs. Key Responsibilities 1. ICT Strategy, Policies & Governance - Develop and implement ICT strategies aligned with organizational objectives.
- Develop ICT policies, procedures, standards, and user guidelines.
- Prepare training materials and technical documentation.
- Provide technical leadership and ensure ICT systems support organizational goals.
- Monitor ICT performance and recommend improvements.
2. Knowledge Management Systems - Manage NBI's websites, knowledge portals, helpdesk systems, and subscription services.
- Administer cloud-hosted services and off-site hosting infrastructure.
- Ensure the security and accessibility of email systems and collaboration platforms.
- Manage user access rights and website permissions.
- Collect user feedback and continuously improve digital platforms.
- Coordinate website improvements with Communication and Knowledge Management teams.
3. ICT Equipment & Software Management - Coordinate procurement and disposal of ICT equipment according to organizational policies.
- Prepare technical specifications and evaluate supplier quotations.
- Develop ICT hardware and software acquisition plans.
- Monitor ICT assets and maintenance schedules.
- Ensure network security through proactive cybersecurity measures.
- Identify faulty equipment and coordinate repairs and maintenance.
4. Network & Infrastructure Administration - Design and maintain LAN, WAN, cloud, and communication networks.
- Ensure uninterrupted availability of critical ICT services.
- Configure and administer servers, networks, internet connectivity, and communication systems.
- Collaborate with Internet Service Providers (ISPs) to maintain reliable connectivity.
- Manage access control systems, intercoms, firewalls, antivirus software, and user accounts.
- Perform system administration tasks to ensure business continuity.
- Supervise daily network operations and maintenance activities.
5. Website Development & Management - Develop, manage, and continuously improve the NBI website.
- Implement website security and access control measures.
- Coordinate website redesigns and regular updates.
- Gather user requirements and collaborate with Communications to improve user experience.
- Ensure compliance with organizational branding and technical standards.
6. Business Applications Support - Support enterprise business applications, including financial management systems.
- Coordinate software upgrades and feature enhancements.
- Provide user support and system administration.
- Ensure reliable operation of business-critical applications.
7. ICT Vendor & Service Provider Management - Participate in identifying and selecting ICT service providers.
- Develop technical specifications and Service Level Agreements (SLAs).
- Monitor vendor performance and ensure contractual compliance.
- Coordinate ICT repairs, maintenance, and service delivery.
- Manage vendor payments, warranties, and contractual obligations.
8. End-User ICT Support - Provide technical support through onsite, remote, and telephone assistance.
- Troubleshoot hardware, software, and network issues.
- Prepare monthly ICT incident reports.
- Conduct user training and develop training materials.
- Assess staff training needs and organize ICT capacity-building initiatives.
9. ICT Systems Administration - Deploy, configure, patch, and maintain servers, workstations, and enterprise applications.
- Manage user accounts and system access rights.
- Maintain audiovisual systems, collaboration tools, and access control systems.
- Develop and implement backup, disaster recovery, and business continuity procedures.
- Install and maintain ICT security software.
Qualifications Minimum Requirements - Master's Degree in Information Technology, Computer Science, Information Systems, or a related field.
- Professional certifications in at least two of the following areas:
- Microsoft Certified Systems Engineer (MCSE) or equivalent
- Cisco Certified Network Associate (CCNA) or equivalent
- Cloud Technologies (Azure, AWS, etc.)
- Cybersecurity certifications
Desirable - Certification in IT Service Management (ITIL or equivalent).
- Demonstrated training in Drupal or other Content Management Systems (CMS).
Professional Experience Applicants must have: - At least 10 years of experience managing busy ICT environments.
- A minimum of 5 years in a similar or senior ICT leadership position.
- At least 5 years of experience in systems or network administration.
- Strong experience with:
- Cloud computing (Azure, AWS)
- IP Telephony
- Remote access technologies
- Enterprise applications
- Website management
- Modern cybersecurity practices
