Our core programmes include the Adolescent Resilience and Empowerment Programme (AREP) and the Foundational and Inclusive Learning Programme (FILP). JMERC recognizes that digital transformation is a key driver in scaling educational impact. We therefore seek an Information and Communications Technology (ICT) Officer to maintain robust systems that support our evidence-based interventions and enhance our organizational efficiency. Objectives of the Assignment - Strengthen Digital Infrastructure: To ensure the reliability, security, and efficiency of JMERCâs IT systems, enabling staff to deliver programmes without technical friction.
- Enhance Data Management & Systems: To support the FILP and AREP programmes by maintaining digital tools for data collection, storage, and analysis, ensuring high-quality evidence generation.
- Empower Staff Through Technology: To build the digital literacy and agency of JMERC staff and partner educators, ensuring they can effectively use technology for teaching, learning, and reporting.
Scope of Work - Systems Administration: Manage and maintain JMERCâs hardware, software, networks, and cloud-based platforms (e.g., Google Workspace, Microsoft products).
- Digital M&E Support: Assist the MEL department in configuring digital data collection tools (e.g., Kobo Toolbox, ODK) and ensuring data integrity.
- Technical Support & Troubleshooting: Provide timely help-desk support to Kampala-based and field-based staff to minimize downtime.
- Website Management: Update the JMERC website and provide technical support for digital communication and advocacy campaigns.
- ICT Training: Design and deliver periodic "Digital Agency" workshops for staff and teachers to improve their proficiency in educational technology.
- IT Security & Policy: Implement and monitor data protection protocols, backup systems, and cybersecurity measures to safeguard JMERCâs research and participant data.
- Asset Management: Maintain an up-to-date inventory of all IT equipment and provide recommendations for upgrades or procurement.
- Reporting: Prepare monthly reports detailing system performance and the successful resolution of technical issues.
Reporting & Accountability - The ICT Officer will report directly to the Head of Communications, Advocacy and Partnerships. S/he will work closely with Programme Leads and all staff.
- Performance will be evaluated based on system reliability, responsiveness to technical issues, and the successful digitisation of programme workflows.
Required Qualifications & Skills - A bachelorâs degree in Information Technology, Computer Science, or Computer Engineering.
- 3 â 5 years of experience in Information Technology systems administration, preferably within the NGO sector.
- Proven experience with database management and digital data collection tools (Kobo Toolbox, ODK, or other similar ones).
- Strong knowledge of network security, cloud computing, and hardware maintenance.
- Social media networks management and performance analytics monitoring skills
- Excellent troubleshooting skills and the ability to explain technical concepts to non-technical staff (bridging the "digital divide").
- Excellent Communication skills and high proficiency in English speaking and writing.
- Proficiency in web management (WordPress/Typo 3, Drupal)
- Basic graphic design skills are an added advantage.
Duration & Terms - Contract duration: 1 year, renewable based on performance.
- Duty station: Kampala, Uganda.
