About the Country/Multi-Country Office
UNOPS' activities in Guatemala began 27 years ago in 1997, and in early 2025 the Headquarters Agreement between UNOPS and the Government of Guatemala was ratified. Since then, our main partners have been public institutions, and our approach has always focused on strengthening local institutions by working in a variety of sectors and projects of varying complexity. These range from supporting the post-conflict peace process and promoting productive activity in regions of extreme poverty, to modernizing the State by reducing infrastructure gaps, improving procurement, and, more recently, supporting efforts in transparency and efficiency within public institutions, in line with government priorities and the well-being of Guatemalans.
About the Project Office
Starting in 2024, the newly elected government identified UNOPS as its preferred partner to support the implementation of the 2024-2028 Government Plan, by strengthening government institutions that lead to the adoption of a Fair and Equitable Public Management approach, enabling the transition towards modernizing the country's health infrastructure and procurement systems.
It should be noted that the political context in Guatemala is very complex, volatile, and fragile, requiring UNOPS to constantly interact with high-level government representatives, the UNRC and the UNCT, as well as with other civil society and international organizations in the country. The projects that UNOPS is asked to support are quite strategic for the country and, therefore, have high visibility and exposure.
The INFRAIGSS Program, developed in partnership with the Guatemalan Social Security Institute (IGSS), focused in its first phase (2020â2025) on strengthening the IGSS's capacities and preparing the technical and management foundations for hospital modernization. With the signing of the amendment in 2025, the second phase (2025â2030) began, prioritizing the construction and equipping of two new hospitals.
Job Specific Context
This is an ongoing home-based position, so it is established in LICA (Local Individual Contractor Agreement) mode .
A home-based contract refers to a contractual agreement in which personnel perform their official UNOPS duties from their place of residence, where they are legally permitted to live and work. This type of contract is designed and classified to be performed remotely.
UNOPS will not reimburse costs related to internet or other connectivity necessary to perform duties from home. The contracted individual must provide their own equipment to perform their duties, as the Office will not provide official equipment.
Role Purpose
Under the supervision of the Market Intelligence Specialist and in close coordination with the Senior Planning, Monitoring, and Evaluation Officer, the Senior IT Analyst - Solutions Design will be responsible for analyzing, designing, developing, and deploying comprehensive IT solutions. Their primary objective will be to automate and optimize the management of key processes such as Procurement, Contract Management, Finance, Planning, Programmatic Monitoring, Communications, and Quality Management, including Contractor Evaluation and Related Services for medical equipment and infrastructure. These solutions should facilitate interaction between internal and external users, as well as integration with other tools, resulting in reduced operational times. They will also provide technical support, maintenance, and training on the implemented systems.
