Enterprise Summary Alight is a long-standing humanitarian response partner and has been operational in Uganda since 1994. Our operation in Uganda serves the displaced and host communities in three Operational Regions (South-West, Mid-West, West Nile). In July 2026, the Uganda and Rwanda Enterprises consolidated into one Enterprise with the focus on aligning the programming and continuing to provide consistent, high-quality support to refugee customers. Role Purpose The Human Resources Officer is responsible for the day-to-day running of the Human Resource department in the Uganda Enterprise under the guidance of the Enterprise Head of HR. The HR Officer provides general and routine HR support to staff in-country by ensuring all staff feel efficiently supported. They will also champion the organizationâs culture and values, helping staff understand what the values mean in day-to-day work The HR Officer is also part of the broader Office of the People team within Alight that ensure Alight attracts, develops, deploys, and sustains the talent it needs across complex and evolving contexts. The Human Resource Officer performs the following duties/responsibilities: Human Resources Administration - Proactively manage all HR correspondences such as recommendations, bank letters, certificate of service, etc.
- Support staff with leave planning and make sure plans are completed and ifollowed.
- Coordinate with IT to set up email accounts and mailing-list access for new staff, and to deactivate accounts for staff who leave.
- Ensure up to date records management of all staff documentation
- Manage staff clearance processes and ensure payment of terminal benefits within policy.
- Preparing and track offer letters and employment contracts.
- Walk staff through their benefits package and oversee its administration.
- Update and share staff lists with OOP monthly.
Recruitment and Selection: - Initiate and coordinate with hiring managers all the recruitment requests and hiring procedures in line with Alight recruitment policy.
- Prepare and post all job advertisements for all vacant positions in appropriate channels and ensure wide and appropriate distribution.
- Maintain an organized recruitment resource database and share updates of the recruitment status
- Conduct all mandatory recruitment checks and ensure that they are on file for example reference background checks, sam.bridger checks etc.
Payroll and statutory Compliance: - Ensure that the Uganda Country programme complies with all Standard Operating Procedures of HR best practices and in accordance with Ugandaâs employment act, liaising with the Alight Uganda Labor Attorney and other government bodies as needed.
- Work closely with all teams across the program to maintain compliance with organisationâs policies and procedures.
- Timely collate and share monthly payroll updates with finance team for payroll processing
- Support in resolving payroll-related queries while maintaining confidentiality.
Performance management - Support in coordinating timely performance appraisals and maintain an updated PME database for all staff in coordination with HR team.
- Liaise with supervisors to ensure that performance evaluations for all staff are conducted on time and review all evaluations to ensure quality and consistency.
- Collate training needs from the PME and ensure that they are captured in the Annual learning and development plan.
Health Insurance management - Coordinate the national staff health insurance scheme ensuring timely and accurate reports from the service provider.
- Ensure all staff and eligible dependents are registered on to the medical insurance scheme, monitor staff medical coverage and ensure that the scheme is running smoothly.
- Liaise with the health service provider to resolve any issues with the services.
- Follow up on all medical insurance matters for staff including adding and deleting staff to/from the employerâs liability and the medical and hospitalization insurance policy schemes as well as follow up on payments and claims.
Exit Management - Process and track all termination paperwork including preparation of termination notice letters in relation to closing grants and restructuring.
- Track staff clearance and terminal benefit payments through to completion.
- Work with supervisors to offer exit interviews and capture the data to support a reflective, learning-oriented program.
- Remove departing staff from the health, GPA, and life insurance schemes, and collect their IDs and insurance cards.
Employee Relations and Staff Wellbeing - Monitor and advise on disciplinary matters in accordance with established policies and procedures and Uganda Labor Law
- Reinforce staff complaint mechanism system that instills staff confidence through ensuring fair, transparent, confidential, and independent investigation processes.
- Mediate conflict, grievances, and other complaints in accordance with HR policies and procedures and withing Uganda Labor Law.
- Proactively identify opportunities to enhance the employee experience and help develop and implement innovative solutions and policies
- Perform any other duties as assigned.
Education & Experience - A minimum of a bachelorâs degree in Human Resources Management or related field. A Post Graduate Diploma in HRM is an added advantage.
- At least 5 yearsâ HR experience working in a generalist role.
- Experience working in, and demonstrate comfort with a fast paced, changing environment with skill and ability to balancing and drive for results while remaining human centered.
