WALIMU is currently looking for an enthusiastic, hardworking, and self-motivated HR Professional to join our team. Human Resources & Administration Manager LOCATION Kampala -Naguru REPORTS TO Operations Director DEPARTMENTT Human Resources & Administration DURATION 12 months, contingent on donor funding START DATE Immediate JOB OVERVIEW The Human Resources & Administration Manager will provide strategic leadership and oversight of WALIMU's human resources and administrative functions. DUTIES AND RESPONSIBILITIES: Human Resources Management - Lead the development, implementation, and continuous improvement of HR strategies, policies, systems, and procedures aligned with organisational goals.
- Oversee the full employee lifecycle, including workforce planning, recruitment, onboarding, performance management, learning and development, succession planning, contract management, and staff separation.
- Advise managers on employee relations matters, including disciplinary processes, grievances, conflict resolution, and performance improvement.
- Ensure compliance with labour laws, donor requirements, safeguarding standards, and internal policies while preparing HR reports and workforce analytics to support management decision-making.
Administration and Operations - Manage office administration, facilities, security, records, and support services to ensure efficient programme operations.
- Supervise administrative staff and maintain effective administrative systems and processes.
Leadership, Governance, and Organisational Development - Support governance structures, including Board and committee matters related to HR and organisational development.
- Lead workforce planning and organisational change initiatives while developing and monitoring departmental work plans, budgets, and performance indicators.
- Provide technical HR guidance to managers and ensure timely reporting from field offices and project locations.
Compensation, Benefits, and Staff Welfare - Oversee the fair and consistent administration of salaries, benefits, and compensation practices, and support salary review exercises through data analysis and recommendations.
- Ensure eligible staff and dependants are enrolled in medical insurance schemes and coordinate with healthcare providers to resolve health-related matters requiring organisational intervention.
- Promote employee wellbeing initiatives and foster a supportive and productive work environment.
Reporting and Compliance - Monitor and analyse key HR metrics, including staffing, recruitment, leave utilisation, workforce trends, and contract status.
- Prepare periodic management reports and review leave accruals, contract renewals, terminations, and payments related to HR and administrative service providers in accordance with organisational procedures.
QUALIFICATIONS, SKILLS, AND EXPERIENCE - Bachelorâs degree in Human Resource Management, Social Sciences, or a related discipline.
- Professional HR certification is highly desirable;
- A Masterâs degree is an added advantage.
- At least eight years of progressive HR experience, including a minimum of three years in a senior management role, preferably within an NGO or multicultural environment.
- Demonstrated expertise in strategic HR management, administration, employee relations, recruitment, performance management, and organisational development.
- Strong knowledge of labour legislation and HR best practices, with excellent organisational, interpersonal, communication, and analytical skills.
- Proficiency in Microsoft Office applications and HR reporting systems, with the ability to manage multiple priorities, work under pressure, and maintain high standards of accuracy and professionalism.
- Ability to work effectively with people from diverse cultural and professional backgrounds while demonstrating flexibility, sound judgement, and strong time management skills.
