Metropol provides CRB services to Bank of Uganda regulated financial institutions and other Accredited Credit Providers (ACPs) as provided for in the Financial Institutions (Credit Reference Bureau) Regulations, 2022 Job Summary: Metropol now seeks the services of a competent and business minded Human Capital & Administration Manager to provide strategic leadership to the Human Capital Management department and support business growth aspirations of the Institution by ensuring that the company attracts, develops and retains top talent as well as remains efficient in its operations. The Human Capital & Administration Manager provides management-level leadership and guidance on HR issues in addition to performing all of the day-to-day HR and Administration functions. He/She is responsible for talent acquisition, induction, training, performance appraisals and development, implementation of staff retention strategies, procurement and general office administration. The job holder is also responsible for setting, enforcing, and evaluating legally compliant human resources and procurement policies, procedures, and best practices. Key Duties and Responsibilities: - Supporting the General Manager in defining MULâs long-term human capital goals and identifying ways of supporting MULâs mission through talent management.
- Managing the hiring process, including writing job descriptions, placing advertisements, coordinating interviews and coordinating the selection process.
- Coordinating the verification process of academic qualifications of all employees to ensure that they are authentic and submitting a report on the same to management progressively.
- Researching, developing and implementing competitive compensation, benefits, performance appraisal and employee incentive programs.
- Handling the staff payroll, including maintaining proper records in liaison with the Finance Manager.
- Handling employee related issues such as employee complaints and harassment allegations, and conducting investigations accordingly.
- Working collaboratively with other managers on staff matters, including all disciplinary and termination matters in accordance with the HR Manual.
- Maintaining all staff files and other records, ensuring the security and confidentiality of same.
- Ensuring compliance with employment laws and regulations.
- Providing input into MULâs budget related to staffing and other needs.
- Coordinating staff training and development efforts.
- Participating in professional development and networking conferences and events.
- Conducting exit interviews to determine reasons for separation.
- Attending to all procurement related matters and reviewing the procurement and disposal processes and procedures from time to time.
- Ensuring adequate office supplies for effective office operations
- Performing any other duties as assigned by the General Manager and or management.
Qualifications, Skills and Experience: - Bachelorâs degree in Human Resources, Business Administration or a related field of study. Holders of a Masters degree in a similar field will have an added advantage.
- At least five years of verifiable human resource management experience.
- Excellent verbal and written communication skills.
- Excellent interpersonal and conflict resolution skills.
- Excellent organizational skills and attention to detail.
- Strong decision-making skills and ability to prioritize work duties.
- Strong supervisory and leadership skills.
- Strong knowledge of employment laws and other related legal frameworks.
- Knowledge of procurement processes and procedures
