On behalf of Our client in the manufacturing sector, we are looking for competent and experienced HR Manager & Office Administrator to be based in Kampala Reports To: Country Head Duty Station: Kampala, Uganda. Job Summary: The HR Manager & Office Administrator will lead all human resources functions while overseeing general office administration in the company. This combined role ensures effective talent management, compliance with Ugandan labor laws, a positive workplace culture, and smooth day-to-day office operations. Main Duties and Responsibilities Human Resources Management - Develop and implement HR strategies, policies, and procedures aligned with company goals, Ugandan labor laws (Employment Act, Workers Compensation Act, NSSF, etc.), and industry standards for chemical/paint manufacturing.
- Manage full-cycle recruitment: post vacancies, screen applications, conduct interviews, reference checks, and onboarding for all roles (production, technical, sales, administrative).
- Oversee performance management: set objectives, conduct appraisals, handle promotions, disciplinary actions, and grievance resolution.
- Administer payroll, NSSF contributions, PAYE, leave management, and benefits (medical, insurance, allowances) in coordination with finance.
- Ensure compliance with health, safety, and environmental regulations; organize safety training, PPE issuance tracking, and incident reporting for factory/warehouse staff.
- Foster employee relations: promote workplace harmony, handle conflicts, organize team-building, welfare programs, and exit interviews.
- Maintain accurate employee records, HR databases, contracts, and statutory filings.
- Coordinate training and development programs, including technical/skills training for production staff and leadership development.
- Support workforce planning, succession, and talent retention strategies in a manufacturing context.
Office Administration - Oversee daily office operations: manage office supplies, equipment maintenance, utilities, cleaning services, and vendor coordination.
- Handle front-office duties: receive visitors, manage incoming/outgoing correspondence, calls, emails, and appointments.
- Coordinate logistics: travel arrangements, transport for staff/site visits, meeting room bookings, and event organization (e.g., staff meetings, product launches).
- Supervise office support staff (receptionists, cleaners, drivers) including scheduling, performance, and discipline.
- Maintain office records, filing systems, asset registers, and confidentiality of sensitive documents.
- Support budgeting for HR/admin expenses, track costs, and prepare reports.
- Ensure office safety, security, and a clean, professional environment compliant with health standards.
Qualifications, Experience, and Skills - Bachelor's degree in Human Resource Management, Business Administration, Organizational Psychology, or a related field.
- A postgraduate diploma or certification in HR (e.g., CIPM, SHRM) is an advantage.
- Minimum 5â7 years in HR management, with at least 3 years in a supervisory/combined HR & Admin role, preferably in manufacturing, FMCG, chemicals, paints/coatings, or industrial sectors.
- Proficiency in MS Office Suite (Word, Excel, PowerPoint)
- Experience with HRIS/payroll software (e.g., QuickBooks, local Ugandan systems, or ERP modules).
- Knowledge of Ugandan labor legislation and statutory requirements is essential.
- Strong knowledge of HR best practices in manufacturing environments, including safety compliance and shift-based workforce management.
- Excellent interpersonal, communication, and conflict resolution skills.
- High level of integrity, confidentiality, and professionalism.
- Organizational and multitasking abilities to handle both strategic HR and routine admin tasks.
- Proactive problem-solver with analytical skills for reporting and decision-making.
- Leadership capability to supervise teams and influence across departments.
