You will ensure that our teams are recruited, developed, and retained effectively, while maintaining a compliant, efficient, and positive workplace. This role balances HR strategy with hands-on administration (facilities, fleet, procurement support, and cross-departmental coordination). You will manage a small HR/admin team and report directly to the GM. Key Responsibilities - Lead end-to-end hiring for all departments. Ensure job descriptions, interview panels, and offer negotiations are completed within agreed timelines.
- Implement a performance appraisal system with clear KPIs for each role. Train line managers on feedback and goal-setting.
- Act as primary contact for grievances, disciplinary actions, and conflict resolution. Foster a culture of openness and psychological safety.
- Draft, update, and enforce HR policies (leave, code of conduct, remote site work, overtime) in line with Ugandan labor laws.
- Track and report on turnover, time-to-hire, training completion rates, and employee satisfaction
- Administer payroll inputs, statutory deductions, medical cover, and other benefits. Benchmark salaries periodically.
- Identify training needs across clinical and safety divisions
- Organize internal and external training programs; maintain training records and certifications.
- Support career progression pathways for field staff.
- Ensure office premises, utilities, and equipment are well-maintained; manage lease agreements and service contracts.
- Oversee vehicle logbooks, maintenance schedules, and asset registers (laptops, PPE inventory tools, medical equipment).
- Coordinate with department heads for purchases; ensure compliance with purchasing policies.
- Maintain secure employee files, HR databases, and statutory registrations
- Ensure full compliance with Ugandan labor laws, tax regulations, and industry-specific requirements
- Coordinate communication between clinical, safety commercial, and finance departments to support smooth service delivery.
- Prepare HR & admin sections for client audits and ISO certifications.
Qualifications & Experience Minimum: - Bachelorâs degree in Human Resources Management, Business Administration, or related field.
- Minimum 5 years of HR management experience (at least 2 years in a supervisory role).
- Strong working knowledge of Ugandan labor laws (Employment Act, Occupational Safety and Health Act, NSSF Act).
- Excellent written and verbal communication; ability to handle confidential information with discretion.
Added Advantage: - Professional HR certification (CIPM, SHRM, or CHRA).
- Experience in a service industry (healthcare, safety, logistics, or extractive sector support).
- Basic knowledge of procurement or facilities management.
- Proven experience in policy implementation, recruitment, and employee relations.
