Over the past 30 years of ACF has been delivering robust operations in Uganda and has gained significant knowledge and expertise using a multi-sectoral approach to design and implement program intervention based on the context, geared towards long-term solutions to hunger both in refugee and Host communities. Since 2013, the organization has been worked in the refugee settlements of Northern and Western Uganda providing emergency response as well as long-term development interventions.
Job Summary: Â Â Under the direct supervision of the Field Coordinator, the Food Security and Livelihoods (FSL) Officer is responsible for the daily technical planning, implementation, supervision, monitoring, and reporting of food security activities, and for ensuring proper coordination with stake holders.
The incumbent will be responsible for guiding the implementation of climate smart agriculture and sustainable environment management interventions, ensure technical oversight mainly focusing upon farmer group capacity development, prepare work plans and activity budgets, guidelines and internal reporting. He/she will proactively promote farmer skills development, production, processing and marketing issues in collaboration with civil society organizations, development actors, private sector and participating communities. The job holder will be responsible for ensuring quality and effective implementation of committed project models by ensuring trainings, standard tools and approaches are understood by extension workers and participating communities. S/He will work closely with the District technical personnel (Forest Officers, Natural Resources Officer, Agriculture Officer, Environment Officers, Community Development Officers) and other actors in actively training communities, community based facilitators and coaching Extension Workers for greater impact.
Key Duties and Responsibilities:
Effective Implementation and sustainability of interventions
- Develop annual project activity plans and update quarterly in collaboration with key departments, oversee implementation to high standards by scope and timelines
- Ensure participatory and transparent selection of participants.
- Provide technical assistance on climate smart agriculture, sustainable environment management of natural resources
- Ensure core project models are implemented according to minimum standards.
- Promote adoption of modern farming practices and techniques through training, extension services, advising farmers, farm visits and demonstrations to transform targeted households from subsistence farming to commercial farming.
- Support establishment and maintenance of demonstration plots as learning and multiplication sites for farmer groups.
- Build farmer’s capacity to improve production and productivity of selected enterprises
- Provide business training and support on income generating activities, market analysis and value chain analysis.
- Organize monthly field planning meetings with farmer groups to guide effective implementation.
- Ensure core project models and approaches are implemented according to schedule and minimum standards.
- Better living conditions for the affected persons as they will be able to meet most of their basic needs.
- Awareness created among different stakeholders on Action Against Hunger interventions in the districts of Operations.
Stakeholders engagement, networking and collaboration
- Work with partner (s) to ensure coordination of climate smart agriculture and sustainable environment management activities with other stakeholders.
- Participate in stakeholder joint engagements, planning meetings, livelihood and environment sector working groups, Weekly and monthly coordination meetings, workshops and other fora.
- Build capacity of farmer groups on climate smart agriculture, sound environment management practices, livelihoods, markets to improve production for the community.
- Collaborate with district and development actors on ongoing government programs on livelihoods and environment enhancement, liaising with extension workers, other relevant sub-county leaders and district stakeholders to facilitate sustainable implementation of project activities.
- Maintain good coordination and working relationships with Humanitarian Actors, and district leaders.
- Foster ongoing positive cooperation with stakeholders and embrace links between market actors and participants.
- Ensure integration of the project with other Resilience and Livelihood on going activities including the government.
- Organize monthly field planning meetings with farmer groups to guide effective implementation.
- Strong cohesion among farmer groups and institutions.
- Improved farmers’ knowledge on good agronomic practices for enhanced production and productivity.
Linkage, networking, collaboration and mentorship
- Work with relevant agencies, institutions and individuals to promote sustainable environmental management
- Build capacity of project participants to adopt high value, export standard and environmentally friendly enterprises
- Provide consistent and regular business support, mentoring and follow up to enterprises including production support to ensure a successful enterprise.
- Conduct regular scoping of business, identify gaps and take measures to fill the gaps to reduce business failure
- Support enterprises to have access to business input
- Identify opportunities for value addition of products and provide instant training to project participants
- Ensure all project-based needs and requirements are timely and efficiently shared with stakeholders for best coordinated implementation.
- Identify and facilitate linkages between participants and key agricultural stakeholders, including input and output dealers, District officials and other Actors.
- Cordial relationships with key external sources of technical expertise for capacity building.
- Awareness created among stakeholders on Action Against Hunger interventions in the area.
- Opportunities for collaboration with external stakeholders and for securing resources are identified and taken.
Documentation, Reporting and Knowledge Management
- Compile and submit activity reports and support preparation of quality monthly, quarterly and annual progress reports, and special reports.
- Support quarterly reviews and reflections on progress of the project at the district level.
- Participate in design of monitoring tools and data collection activities together with MEAL team including assessments, monitoring, evaluation and cross sectoral learning.
- Ensure activities are effectively implemented, monitored and progress reports shared.
- Ensure equal participation of all project beneficiaries in project monitoring and evaluation.
- Work with Project Coordinator & MEAL Officer, compile and submit timely quarterly and annual reports
- Support annual review of progress towards project objectives
- Contribute to the dissemination and sharing of best practices and lessons learned for corporate development planning and knowledge building.
- Activity reports submitted on timely basis.
- Support documentation of quality reports submitted timely on monthly, quarterly, Biannually or annual basis.
- Technical coaching plan developed and applied for all project participants
- Document Project achievements, successes stories and lesson learned during the implementation.
- Any other assigned duties as required
- Supervises FSL Extension Workers
Qualifications, Skills and Experience:
- Bachelor’s, degree (honors) in Agricultural Sciences, Business economics or other relevant field
- At least 5 years’ continuous experience implementing food security and livelihoods related activities, preferably in INGO setting.
- Previous work with a busy multi-sectoral setting in a refugee setting is an asset
- Knowledge and practical experience in value chain development.
- Knowledge and practical experience in public private partnerships.
- Previous work experience with farmer organizations.
- Capacity building of organizations and individuals
- Participatory training methodologies
- Network of private sector contacts
- Strong presentation skills with mastery of Power point, Excel, MS word
- Strong communication skills (written and oral) in English
- Ability to exercise sound judgment and make decisions independently
- Team player, extremely flexible with the ability to cope with stressful situations
- Excellent reporting skills with good oral and written communication skills
- Knowledge of the local language is an added advantage
- Culturally sensitive
- Ability & willingness to ride a motorcycle and possession of a valid riding permit.
