Aligned with Ugandaâs Vision 2040, the National Development Plan and Government of Uganda Agriculture Value Chain Development Strategy, the program will contribute to national efforts toward poverty alleviation, economic growth, as well food and nutrition security. Additionally, ASTYE is part of the Mastercard Foundationâs Young Africa Works strategy in Uganda, which aims to empower 4.3 million young Ugandans, particularly young women, by addressing structural barriers to employment and providing them with the skills and resources to succeed. Specifically, GOAL will implement component one to reach 500,000 financially disadvantaged young people, with 400,000 transiting into work and 320,000 securing dignified and fulfilling work. As the program is young women-centric, 80% of the total outreach target will be young women within Uganda's agrifood ecosystem. Furthermore, 3% of the total youth in work target will be refugees, and another 3% will be people with disabilities. General Description of the Role The Finance Officer will be responsible for providing support to the Finance Coordinator with donor reporting requirements, following up on payments to private sectors actors, preparing field funds transfers to field offices, processing payments for remote field offices, supporting partnership compliance team with completion of due diligence whenever requested and any other ad hoc finance requirements for GOAL programmes. The key responsibilities of the role will be: - Review scanned documents required for MasterCard financial reporting and follow-up on any outstanding documents in a timely manner;
- Preparation of quarterly salary schedules required for quarterly donor reporting to MasterCard Foundation
- Ensure timely preparation of field funds request by Kampala office
- Timely processing of payment requests for remote field offices
- Oversee petty cash maintenance and bank register maintenance by the Finance Assistant for ASTYE, ensuring all expenses are reasonable and appropriately authorized and recorded
- Monitoring floats outstanding for ASTYE staff and ensuring they are cleared on a regular basis
- Ensuring all purchases have been made following GOAL purchasing procedures and have all relevant supporting documentation attached to payment requisition in line with GOAL and MasterCard Receipt requirements.
- Ensuring that monthly cash books and supporting documents from all ASTYE field locations are submitted to Kampala in a timely manner by close of business on the 1st working day of the new month.
- Providing finance cover to ASTYE Finance Officers in the field when they are on annual leave.
- Liaising with HR to ensure all staff allocated to ASTYE Program complete their timesheets on a timely basis.
- Support Finance Coordinator and Partner Compliance Managers in processing partner disbursements, re-imbursements, and transfers.
- Prepare all receipts and paperwork for ASTYE quarterly financial reports.
- Assist in the preparation of monthly supporting schedules and month-end accounts in the absence of the financial accountant.
- Support the Finance Specialist with completion of month-end cashbooks ensuring transactions have been correctly recorded to their respective donors
Job Level Specifications Essential Criteria - Bachelorâs degree in Finance, Accounting, Business Administration
- At least 3 yearsâ experience in a similar role within the NGO sector
- Qualified or part qualified CPA, ACCA
Desirable Criteria - Working knowledge of Sage or a similar package.
- Excellent computer skills including proficiency in Microsoft Excel
- Good team player, flexible
