Aligned with Ugandaâs Vision 2040, the National Development Plan and Government of Uganda Agriculture Value Chain Development Strategy, the program will contribute to national efforts toward poverty alleviation, economic growth, as well food and nutrition security. Additionally, ASTYE is part of the Mastercard Foundationâs Young Africa Works strategy in Uganda, which aims to empower 4.3 million young Ugandans, particularly young women, by addressing structural barriers to employment and providing them with the skills and resources to succeed. Specifically, GOAL will implement component one to reach 500,000 financially disadvantaged young people, with 400,000 transiting into work and 320,000 securing dignified and fulfilling work. As the program is young women-centric, 80% of the total outreach target will be young women within Uganda's agrifood ecosystem. Furthermore, 3% of the total youth in work target will be refugees, and another 3% will be people with disabilities. General Description of the Role The Finance Officer will be responsible for providing support to the Financial Coordinator with donor reporting requirements, following up on payments to private sectors actors, supporting partnership compliance team with completion of due diligence whenever requested and any other ad hoc finance requirements for GOAL programs. The key responsibilities of the role will be: - Month-end Reporting: Timely updating of Fort Portal/Hoima monthly cashbooks
- Safe custody: Maintain safe custody of the organisation cash kept at the field office.
- Payments: Timely processing of cash payments to staff, project participants and suppliers based on approved payments requisitions
- Monitoring floats outstanding and ensuring they are cleared as soon as activities are completed.
- Budgeting: Provide support to the Finance Manager in developing accurate and realistic projects and annual budgets
- Monthly Budget Monitoring Reviews: Providing support to Finance Manager in reviewing monthly Budget Monitoring Tools (BMT) as well as updating forecasts.
- Reporting: Provide timely and accurate weekly and monthly financial reports to Kampala Finance Team.
- Liaising with Finance Manager and Finance in Kampala as necessary on finance related matters.
- Liaise with banks on any financial related matters.
- To support the organisation in ongoing risk management at a field level and to support the fulfilment of the GOAL Uganda finance plan objectives
- Ensure that monthly fund requests are sent to Kampala by the end of the month for the coming period.
- Finance represented in all Field based Logistics meetings e.g. supplier due diligence, supplier mapping, supplier complaints.
- Contractors Databases if any updated with payments weekly
- Lead in internal and external audit preparation in support to the country compliance teams for your locations.
Job Level Specifications Essential - Bachelorâs degree in Finance, Accounting, Business Administration
- At least 3 yearsâ experience in a similar role within the NGO sector
- Qualified or part qualified CPA, ACCA
Desirable - Working knowledge of Sage or a similar package.
- Excellent computer skills including proficiency in Microsoft Excel
- Good team player, flexible
