The NBI Secretariat is seeking a highly experienced and strategic Finance & Budget Manager to lead financial planning, budgeting, reporting, and financial management systems that support effective organizational decision-making and donor accountability. Role Summary The Finance & Budget Manager is responsible for leading the Secretariat's budgeting, financial planning, financial reporting, donor reporting, audit coordination, and financial systems management. The role provides financial analysis and budget monitoring to support program implementation while ensuring compliance with NBI policies, donor requirements, and international financial reporting standards. The successful candidate will also oversee the integrated financial management system and supervise the Accountant. Key Responsibilities 1. Budgeting & Financial Planning - Lead the preparation of the annual organizational budget and mid-year budget revisions.
- Support departments and programme teams in developing activity budgets.
- Consolidate donor budgets and ensure alignment with organizational priorities.
- Review and code approved budgets for entry into the financial management system.
- Update the financial system with approved budget activities.
- Ensure compliance with NBI financial policies, procedures, and budgeting guidelines.
2. Budget Monitoring & Financial Control - Monitor implementation of annual and project budgets.
- Verify budget availability and eligibility for all payments, purchase orders, and local contracts.
- Prepare monthly and quarterly budget monitoring reports.
- Close monthly and quarterly financial records and generate budget variance reports.
- Support budget holders with financial analysis and expenditure monitoring.
3. Financial Reporting - Extract and analyze financial data from the financial management system.
- Monitor commitment accounts and prepare financial reports.
- Maintain records of financial statements and reports submitted to management, donors, and governance bodies.
- Ensure accurate recording and proper filing of financial transactions.
- Support independent donor financial reviews by providing required financial information.
4. Annual Financial Statements & Consolidated Reporting - Prepare financial information for the NBI Annual Report.
- Prepare the financial section of the corporate report.
- Consolidate financial information from all three NBI Centers.
- Prepare quarterly, semi-annual, and annual Interim Financial Reports (IFRs).
- Submit reports to the Head of General Services for review and approval.
5. Statutory Financial Reporting - Prepare year-end financial statements.
- Review and analyze financial data to identify and correct errors.
- Prepare trial balances and year-end adjustments.
- Assist in preparing annual audited financial statements.
- Ensure compliance with statutory and donor financial reporting requirements.
6. External Audit Coordination - Coordinate the entire external audit process from planning to completion.
- Ensure financial records are complete, accurate, and audit-ready.
- Provide financial reports and supporting documentation requested by auditors.
- Coordinate responses with Internal Audit, ICT, Administration, and other departments.
- Respond promptly to audit queries and facilitate timely completion of audits.
7. Financial Systems Administration - Maintain and improve the NBI Financial Management System (FMS).
- Ensure timely recording of financial transactions.
- Coordinate data migration into the ERP system where required.
- Manage the Chart of Accounts (COA) and maintain financial coding structures.
- Perform data validation, ledger reconciliations, and financial revaluations.
- Produce customized financial reports for management and donors including:
- National Contribution reports
- World Bank / CIWA Interim Financial Reports
- GIZ reports
- UNDP reports
- European Union reports
- Reports for new development partners
- Prepare monthly and quarterly reports for budget holders.
8. Team Leadership - Supervise, mentor, and support the Accountant.
- Build staff capacity and promote continuous professional development.
- Ensure high standards of accuracy, accountability, and confidentiality within the finance team.
9. Other Responsibilities - Perform any other duties assigned by the Head of General Services.
- Demonstrate flexibility in supporting organizational priorities as required.
Qualifications Minimum Requirements - Master's Degree in Accounting, Finance, Business Administration, or a related field.
- Professional accounting qualification such as:
- CPA
- ACCA
- CFA
- Or an equivalent internationally recognized certification.
- Membership in a recognized professional accounting body (e.g., ACCA, ICPAU/CPA Uganda, CIMA, IIA, ACFE, or equivalent).
- Proficiency in ERP and accounting software such as:
- Microsoft Dynamics 365
- SAP
- Oracle
- NetSuite
- Sage
- Pastel
- QuickBooks
- Strong knowledge of:
- International Financial Reporting Standards (IFRS)
- International Public Sector Accounting Standards (IPSAS)
- Regional financial regulations and reporting requirements.
Added Advantage - IPSAS Professional Certification.
Professional Experience Applicants should possess: - At least 10 years of relevant professional experience in accounting and financial management.
- A minimum of 5 years in a senior finance or accounting management position.
- Proven experience managing donor-funded projects and preparing donor financial reports.
Desirable Experience - Strong working knowledge of Microsoft Dynamics NAV 365 or Microsoft Dynamics 365 Business Central.
- Experience with World Bank or African Development Bank (AfDB) financial procedures and reporting.
- Experience coordinating external audits.
- At least 3 years' experience working within regional or international organizations.
