EXPRESSION OF INTEREST FOR THE PROVISION OF OFFICE SPACE FOR THE TOTALENERGIES EP UGANDA
LIAISON OFFICE IN BULIBA UNDER THE TILENGA PROJECT IN UGANDA.

Totalenergies EP Uganda (COMPANY) as Operator of Contract Area (CA)
1 and License Area (LA) 2 North, in conjunction with its Joint Venture
Partners invites interested individuals, registered property owners or
companies to express interest in the provision of office space in Buliisa
District to support the operations under the Tilenga Project.

Scope of Work
The selected CONTRACTOR shall ensure the provision of meeting rooms
and open workspaces within Buliisa Town Council, with a minimum
internal area of 34 square metres. These spaces must meet the following
minimum specifications:

• Security and Safety:

  • Guard room with electricity and lighting sources.

  • Direct security manual guarding services provided by the Landlord.

  • Burglar door windows and doors.

  • CCTV, intruder alarm and panic system to be provided by the Tenant.

  • Backup power system (generator, solar etc).

• Legal and Insurance:

  • Proof of property ownership and land registry search.

  • Proof of property insurance.

  • Due diligence on the ownership of the property.

  • Proof of no property incumbrances & mortgages.

• Office:

  • Unit Specifications and services to be provided.

  • Office rooms, meeting rooms, and open workspaces.

  • Internet with dedicated routes and minimum 20 Mbps speed per
    unit.

  • Kitchen with microwave, refrigerator, and coffee maker.

  • Bathrooms with toilet and sink accessories.

  • Preferably double-glazed windows; internal noise levels not
    exceeding 36 decibels.

  • Satellite television.

  • Housekeeping, garbage collection, fumigation and pest control and
    plumbing services.

  • Equipment/building repair and maintenance.

  • Air conditioning equipment maintenance.

  • Sufficient parking space (preferably 8 parking lots).

Interested parties shall demonstrate the following minimum
requirements:

• The location of the office space should be within a maximum distance
  of 2km from Buliisa Town council within approved commercial areas.

  • Availability for fully furnished office rooms, meeting rooms, and open
    workspaces.

  • Provision of amenities such as housekeeping services, internet, satellite
    television etc.

  • Property is available by 15th March 2025.

  • Proof of ownership or lease of the property for a minimum of 3 years.

  • Proof of experience in renting or managing commercial office space in
    Uganda.

  • Current registration or application to the Petroleum National Supplier
    Database.

  • Compliance with National Content Regulations and 2016 UPSTREAM
    PETROLEUM REGULATIONS.

  • Financial capacity to support the lease agreement.

  • Compliance with national and international laws and standards.

  • Valid HSE Management System, Quality Policy, and related procedures.

ABBBA will accept individual attachments and compressed folders (zip) not exceeding 150MB per document upload. Documents may be
split up to meet this system requirement.

EOI participation
Interested parties are required to express their interest on or before 30th October 2025, 14:00 hrs. (EAT+3) by:
i) Submitting an email request to ep.procurement.epaptotalenergies.com clearly indicating in the subject line;
ii) EOI Ref No: 10439918 – Provision of Office Space in Buliisa under the Tilenga Project;
iii) Provide details of the participating company’s name, physical address, contact person including a phone number and email
address.

Following receipt of the EOI email request, COMPANY shall register the interested parties in its e-sourcing platform ABBBA. All
prequalifications & eventual tender process shall be conducted on this platform. Please note that ABBBA will accept individual attachments
and compressed folders (zip) not exceeding 150MB per document upload. Documents may be split up to meet this system requirement.
