TotalEnergies EP Uganda in its capacity as Operator of Contract Area (CA) 1 and License Area (LA) 2, in conjunction with its Joint Venture partner(s), invites experienced and reputable contractors to express their interest in reviewing and updating the Tilenga Project Human Rights Impact Assessment (HRIA). Objective The objective is to ensure that TotalEnergies EP Uganda maintains a fit for purpose and up to date Human Rights Impact Assessment (HRIA) as the Company transitions to the production phase of the Tilenga Project. This will include a review of the existing HRIA, aligned with the approach set out in the United Nations Guiding Principles on Business and Human Rights and best international practices. Scope of Work The contractor is expected to undertake the following tasks: -
Review of existing Human Rights governance frameworks such as HRIA Report, Human Rights Policy, Statement on Human Rights Defenders, Grievance procedure including incident report logs and management plans considering any changes in the regulatory environment and operating environment to anchor evidence-based updates. -
Stakeholder Engagements: Including project affected communities, local leaders, CSOs, PAPs, district authorities, and other relevant actors, and review related source documentation, policies and any relevant third-party reports. The Consultant will also be required to conduct field visits across the project footprint to verify operational realities and community human rights concerns. -
Assess adequacy and completeness of the HRIA: -
Assess whether the current HRIA remains complete, robust, and fit for purpose in light of the transition. -
Determine whether the existing Human Rights Heat Map requires revision, including whether risk ratings should be adjusted. -
Evaluate whether the current community grievance mechanism is adequately reflected and analyzed and integrated within the HRIA. -
Identify any gaps in the HRIA documentation, analysis, or risk prioritization that require follow up by TotalEnergies EP Uganda. -
Provide specific, practical and actionable recommendations for updating, clarifying, or strengthening the HRIA and related mitigation measures. Reporting and evaluation Document findings in an HRIA Review Report which will include: -
An overall evaluation of aspects of the HRIA that remain valid and those that require updates or revision. -
A summary of new or emerging human rights risks identified since the previous HRIA. -
An assessment of the effectiveness of previous/revisiting mitigation measures and any residual risks. -
A clear indication of required revisions to the HRIA, including any updates to the Human Rights Heat Map. -
Prioritized practical recommendations for TotalEnergies EP Ugandaâs Human Rights Due Diligence Plan and related internal follow up actions. Minimum Requirements: -
Operational Capacity: Demonstrate a proven track record of performing similar services for a minimum period of 3 years in Uganda. -
Financial & Statutory: Demonstrate adequate financial capacity to undertake the external contract and full compliance with Ugandan statutory requirements including but not limited to (NSF, Tax obligations, insurance covers for employees and 3rd parties). -
HSE & Quality: Demonstrate implementation of a robust Health, Safety and Environment (HSE) Management system, Quality Policy and related procedures in compliance with local and international standards. -
National Content: Demonstrate compliance with and commitment to the statutory National Content requirements applicable to Oil and Gas operations as prescribed in the 2016 Upstream Petroleum Regulations of Uganda. -
NSD registration: Provide evidence of valid registration (or active application) and classification as a Ugandan Company on the National Supplier Database (NSD) managed by the Petroleum Authority of Uganda (PAU). -
Must have suitable, qualified employees and be experienced in provision of the above listed services. EOI Participation Interested interested parties are required to express their interest on or before 16th June 2026, 14:00 hrs. (GMT+3) by: -

Provide on the bidderâs letterhead details of the participating bidderâs legal name, physical address, contact person including a phone number and email address. -
Attach a copy of their Certificate of Incorporation / Proof of Registration with URSB. Following receipt of the EOI email request, COMPANY shall register the interested parties in its e-scoring platform ARIBA. All prequalification & eventual tender process shall be conducted on this platform. Please note that ARIBA will accept individual attachments and compressed folders (zip) not exceeding 150MB per document upload. Documents may be split up to meet this system requirement. Note: Only prequalified bidders will receive invitations to submit bids in furtherance of the Call for Tender process. The prequalification Questionnaire and later Call for Tender will be issued via COMPANYâs official e-Sourcing system SAP-Ariba.
