About Project:
WHH in partnership with a donor, charity: water is implementing a one-year WASH project with in the TESO region in the districts of Soroti, Katakwi, Amuria and Kapelebyong and in the district of Napak in the Karamoja region. Please find below vacancies that shall be filled by July 01, 2024.
Job Summary: The Expert Technical & Social Issues – Supervisor Piped Water System Construction and Rehabilitation will effectively supervise construction and rehabilitation projects of piped water systems, sanitation, and hygiene (WASH) infrastructure, and monitoring the functionality and water quality of historical investments.
Key Duties and Responsibilities:
Supervision and Monitoring of project activities
- Support the WASH Engineer in Planning, designing, budgeting, and implementing new solar powered piped water system construction and rehabilitation.
- Develop technical drawings, specifications, and bills of quantities (BoQ) for works
- To conduct technical supervision of solar-powered piped water systems and sanitation infrastructure.
- Effectively plan, manage, implement, monitor, evaluate, and report the technical program activities focusing on WASH infrastructure and water quality within budget and set standards through the coordination, supervision, and training of external contractors.
- Develop, facilitate, and support the existing structures (e.g. Water and Sanitation Committees, Water boards and Hand Pump Mechanics and plumbers) to ensure the sustainable management of WASH infrastructure.
- Effective reporting on construction progress, such as the timely filing of reports with supporting documentation (e.g., photos, GPS coordinates).
- Assists in the compilation of technical reports and donor reports.
- Assist in updating the organizational database in relation to water point issues, functionality, and other indicators.
Conduct relevant assessments and quality water testing.
- Assist in identification of community WASH needs.
- Conduct water quality testing and sanitary inspections at water systems and points
- Support the Expert Technical & Social Issues – WASH Engineer in assessing and identifying locations for new water schemes and obtain relevant government approval for constructions.
- Support the Expert Technical & Social Issues – WASH Engineer in identifying non-functional or broken-down water schemes for rehabilitation in the respective districts.
- Build capacity of users in management of water systems
- Consult relevant stakeholders (community representatives) about access and management of water systems.
- Deliver training on water quality testing, water treatment and maintenance to water boards, technical staff and water user committees and other community volunteers.
- Offer technical support in training plumbers, care takers.
Coordination
- Establish and ensure productive relationships with local and district authorities and community members at all levels toward strong coordination and solutions for sustainable managed WASH infrastructure.
- Liaise with other agencies / government bodies / donors to ensure coordination and works suitability.
- Participate in district WASH coordination meetings.
- Assess and evaluate ongoing construction works.
Monitoring of project activities
- Monitor and follow up on the operation and maintenance of the water systems.
- Actively be engaged in the general monitoring of other aspects of the project
- Perform other duties as assigned by the supervisor.
Qualifications, Skills and Experience:
- Must hold either a bachelor’s degree in either civil engineering, Water Resources Engineering, or Geology or a minimum of Higher Diploma from a recognized
- At least three years’ work experience with WASH technical projects in a humanitarian or development context and a track record of effective supervision of water supply system construction and rehabilitation.
- Preferred candidates with 2-3 years of work experience in community-based water and sanitation programs; work experience with an NGO is desirable.
- Postgraduate qualifications will be an added advantage.
- A passion for WASH, and with an interest in learning and contributing to a growing organization.
- Must have knowledge of borehole drilling and long hours of test pumping, hygiene, sanitation requirements, and protocols.
- Demonstrated experience in piped water designs, supervisory expertise in quality assurance.
- Practical knowledge and application of the mapping WASH systems
- Familiarity with international minimum standards water access, hygiene, and sanitation service delivery (i.e., SPHERE) is an advantage. Advanced Information Technology knowledge such as familiarity with mWater, AutoCAD, GPS, ArcGIS, EPANET and Google Earth
- HOMER PRO for renewable energies is strongly desirable.
- Experience in working independently and result oriented with ability to multi-task. Able and willing to spend 75% of time supervising construction works in rural villages with amenities.
- Very good communication skills both oral and written.
- Good command of English language and fluency and ability to speak in one or more of the national/regional languages Ateso, Nga’Karamojong is preferred.
- Excellent interpersonal skills. Must be willing to work as a team member, take direction, and share technical skills with colleagues and counterparts and possess trust-building skills with community members.
- Computer literacy in word processing and spreadsheets is required,
- Strong planning skills and ownership of results.
- Comfortable traveling across rural communities by motorbike for four to five days each week with work in communities for most of those days. Desirable: with Valid Permit Class “A”.
- High integrity and willingness to conduct her/himself transparently.
