Terms of Reference (ToRs) for Consultancy Services for Borehole Siting, Drilling Supervision, Drilling and Construction of Four Deep Boreholes in Kikuube, Masindi, and Buliisa Districts, Western Uganda – July 2024
Background
The Jane Goodall Institute (JGI) is initiating the “GREENER” project to enhance social and ecological resilience in Uganda’s Albertine Rift region. As part of this comprehensive initiative, four deep boreholes will be drilled and constructed in Kikuube, Masindi, and Buliisa districts. These boreholes aim to provide sustainable water sources to water-stressed communities, thereby mitigating climate-induced water stresses, particularly affecting women. Separate ToRs on borehole siting and drilling supervision are attached as an Annex to these ToRs.
The project locations are as follows:
- Kikuube District: One borehole at the JGI Permaculture Center in Kiziranfumbi Sub County (solar-powered borehole/production well).
- Masindi District: One borehole in either Kabango or Nyabyeya parishes, as determined by the Masindi district local government water department office.
- Buliisa District: Two boreholes in Kihungya Sub County or Biiso Sub County, as determined by the Buliisa District local government water department office.
Three boreholes will be equipped with hand pumps, while the Permaculture Centre borehole will be a solar-powered borehole with reserve tanks.
Objective
These ToRs aim to outline the scope of work, roles, and responsibilities for the drilling contractor tasked with the siting, supervision, drilling, and construction of the four deep boreholes. The contractor must ensure that all boreholes are constructed according to the technical specifications and standards set by the Ministry of Water and Environment Uganda and in alignment with the objectives of the Greener project. Separate ToRs on borehole siting and drilling supervision are attached as an annexed to these ToRs.
 Scope of Work
The contractor will be responsible for the following activities:
- Conduct Hydrogeophysical survey for each borehole site (see detailed ToRs on borehole siting and drilling supervision annexed to these ToRs)
- Mobilization of drilling equipment and personnel
- Securing abstraction and extraction permits from the Ministry of Water and Environment (MWE) as provided for in law
- Drilling of boreholes
- Well development and test pumping
- Construction and installation of borehole infrastructure (casing, screens, hand pumps, and solar-powered pump with reserve tanks for the permaculture center)
- Water quality testing
- Site restoration and handover.
 Tasks and responsibilities
Hydrogeophysical survey (see detailed ToRs on borehole siting and drilling supervision annexed to these ToRs)
Mobilization
- Mobilize all necessary drilling equipment, materials, and personnel to the designated sites.
- Ensure all equipment is in good working condition and suitable for the site conditions.
- Secure necessary abstraction and extraction permits from the Ministry of Water and Environment (MWE) as required by law.
Drilling of Boreholes
- Conduct drilling operations at each designated site to the required depth and diameter.
- Utilize appropriate drilling techniques to ensure minimal environmental impact and optimal borehole performance.
- Maintain accurate drilling logs, including details of geological formations encountered and water strikes.
 Well Development and Test Pumping
- Develop the boreholes to remove drilling fluids, debris, and fine materials.
- Conduct step-drawdown and constant-rate test pumping to determine each borehole’s yield and drawdown characteristics.
- Record all test pumping data accurately.
 Borehole Construction and Installation
- Install casings and screens to prevent borehole collapse and sediment entry.
- For hand pump boreholes, install suitable hand pumps that meet community needs and technical standards.
- For the electric borehole at the Permaculture Center, install an electric pump and reserve tanks to ensure a reliable water supply.
 Water quality testing
- Collect water samples from each borehole and conduct comprehensive water quality testing.
- Ensure that water quality meets the national drinking water standards of the Ministry of Water and Environment Uganda.
- Document and report all water quality test results.
 Site restoration and handover
- Restore each drilling site to its original condition or better, ensuring no environmental degradation.
- Hand over the completed boreholes to the communities and local government authorities, providing all necessary documentation and training on borehole maintenance.
 Duration and schedule
The entire drilling and construction process is expected to last one month from the start of mobilization to the handover of the completed boreholes. The proposed schedule is as follows:
- Week 1-2: Hydrogeophysical Survey
- Week 3: Mobilization of equipment and personnel, securing extraction permits, initiation of drilling operations.
- Week 4-5: Drilling, well development, and test pumping.
- Week 6: Installation of hand pumps and electric pump, water quality testing, site restoration, and handover.
Deliverables
The contractor is expected to deliver the following:
- Secured abstraction and extraction permits from the Ministry of Water and Environment (MWE).
- Hydrogeophysical survey report for each borehole (See detailed Sub ToRs on sitting and supervision annexed).
- Drilling Logs: Detailed logs of drilling operations, including geological formations and water strikes for each borehole.
- Test Pumping Reports: Reports summarising the results of test pumping, including yield and drawdown data for each borehole.
- Water Quality Reports: Analysis reports of water quality for each borehole.
- Completion Reports: Final reports on the completion of each borehole, including construction details, materials used, and installation of pumps.
- Final Project Report: A comprehensive report covering all activities, data, and borehole drilling and construction process outcomes.
Project management, organization and manpower allocationÂ
The company must submit the following schedules:Â
- Project Organization
- Personnel Schedule (Bar Chart)
- Activities Schedule (Work Breakdown Structure Bar Chart)
The Project Organization must display clearly the lines of authority and responsibility, communications and co-ordination, as well as a description of the qualifications and experience of the key personnel in context of the Project duties and their anticipated tasks and man days in the Project. The Consultant is committed to deploy the key personnel included in his Technical Proposal. Such key staff may only be replaced only with the written approval of the Client.
The work plan must perform the following critical functions:Â
- Identify and define the work to be done
- Identify who is responsible for this work
- Form the basis for the integration of the works to be done, the organization and the planning and control system.
 Company establishmentÂ
This shall include:
- Name of Company
- Names and qualifications of Directors
- Registered Office (Physical and postal address, telephone, fax, e-mail, Company
- Company Principals (Shareholders; directors)
- Legal Status (Joint Venture; partnership; limited liability company)
- Income tax clearance certificate for the current year (copy), TIN number, and VAT registration number.
- Certificate of registration (copy)
- Certificate of Incorporation (copy)
- Powers of Attorney of the person authorised to sign the Bid
- Any other relevant information requested by the Client.
- UNABSCEC Certificate
Curriculum vitae.
The Bidder should provide complete curriculum vitae (CV) of staff to be used on the Project including education details, background, and experience on similar projects, accomplishments, and other pertinent information. Each CV shall contain two traceable references.
 Reporting and communication
The contractor will report to the JGI Program Manager and liaise closely with relevant project team members and stakeholders. Regular communication will be maintained through:
- Progress Meetings: Weekly meetings to discuss progress, challenges, and next steps.
- Email Updates: Regular email updates on key activities and milestones.
- Field Visits: Scheduled field visits by the project manager to inspect progress and provide guidance.
Compliance and standards
All activities must comply with the standards and guidelines provided in the Manual for Borehole Construction and Supervision by the Ministry of Water and Environment Uganda. This includes adherence to:
- Technical Standards: Ensuring all technical specifications are met.
- Environmental Regulations: Compliance with environmental protection regulations and EIAs.
- Health and Safety Regulations: Adherence to occupational health and safety standards to protect workers and communities.

Evaluation Criteria
The selection of the contractor will be based on the following criteria:
- Qualifications and Experience: Relevant qualifications and demonstrable experience in similar projects.
- Understanding of Project Requirements: Clear understanding of the project objectives, scope, and deliverables.
- Proposed Methodology and Work Plan: A detailed and feasible work plan and methodology.
- Cost-Effectiveness: Competitive pricing and cost-effectiveness of the proposal.

Annex 1: Terms of Reference (ToR) for borehole Sitting and Drilling supervision
Background
The Jane Goodall Institute (JGI) is initiating the “GREENER” project to enhance social and ecological resilience in Uganda’s Albertine Rift region. A key component of this project involves constructing four boreholes across Kikuube, Masindi, and Buliisa districts. These boreholes aim to provide sustainable water sources, particularly in water-stressed communities, thereby mitigating climate-induced water stresses, especially affecting women.
- Objectives:
- Identify suitable locations for four boreholes based on hydrogeological assessments and community needs.
- Supervise the drilling process to ensure compliance with technical standards and community expectations.
- Provide comprehensive reports and recommendations for each site post-drilling.
- Scope of Work:
The consultant will provide technical expertise in borehole siting and drilling supervision for the establishment of 4 boreholes fitted with hand pumps in Kikuube, Masindi, and Buliisa districts.
- Activities:
Preparation Phase:
- Conduct a comprehensive desk review of existing hydrogeological data, geological maps, and previous reports related to groundwater resources in the project areas.
- Facilitate participatory community consultations to assess water needs and identify priority sites in collaboration with local stakeholders.
- Undertake reconnaissance surveys to assess terrain accessibility, geology, existing water sources, and potential environmental impacts.
- Conduct an inception meeting with project stakeholders to clarify roles, responsibilities, and expectations.
Borehole Siting:
- Identify potential borehole sites based on hydrogeological assessments, community needs, and environmental considerations.
- Prepare detailed maps (1:60,000 scale) showing proposed borehole locations, geological features, and potential groundwater sources.
- Obtain GPS coordinates for proposed borehole sites and verify them with local communities.
- Geophysical Surveys:
- Conduct geophysical investigations using appropriate techniques (e.g., magnetic surveys, electrical resistivity surveys) to confirm hydrogeological conditions and optimal drilling targets.
- Analyse and interpret geophysical data to support borehole drilling recommendations.
- Prepare reports on geophysical survey findings and drilling recommendations.
Drilling Supervision:
- Discuss review technical specifications and drilling plans for each borehole site.
- Supervise drilling activities to ensure compliance with technical standards, safety protocols, and environmental regulations.
- Monitor borehole construction progress, conduct site inspections, and provide technical guidance to drilling teams.
- Verify borehole yields, water quality, and installation of hand pumps as per specifications.
- Document drilling logs, including lithological descriptions and aquifer characteristics.
Community Engagement:
- Facilitate participatory consultations with local communities, Water Users Associations (WUAs), and relevant stakeholders to ensure their involvement in borehole siting and ownership.
- Conduct awareness sessions on borehole operation, maintenance, and hygiene practices with community members.
Reporting and Documentation:
- Prepare comprehensive reports at various project stages, including inception report, site assessment reports, drilling supervision reports, and final project evaluation report.
- Submit all technical documentation, including maps, geophysical data, and drilling logs, in both hard copy and electronic formats.
- Deliverables:
- Detailed desk review report with hydrogeological assessments and community consultation outcomes.
- Comprehensive site assessment reports for each proposed borehole location.
- Supervision reports detailing drilling activities, challenges, and resolutions.
- Final technical reports for each borehole site, including recommendations for sustainable maintenance.
- Qualifications and Expertise Required:
- Advanced degree (MSc or equivalent) in Hydrogeology, Geology, or related field.
- Minimum 7 years of professional experience in hydrogeological investigations and borehole drilling supervision, preferably in Uganda or similar contexts.
- Experience in conducting geophysical surveys and interpreting survey data.
- Familiarity with Ugandan water sector regulations, guidelines, and community engagement practices.
- Excellent communication skills and ability to work effectively with diverse stakeholders.
- Duration:
The consultancy is expected to start in July 1st 2024 and conclude by July 15th 2024, with an estimated effort of one (1) month.
- Location:
The consultant will travel to project sites in Kikuube, Masindi (Kabango or Nyabyeya), and Buliisa (Biiso and Kihugya subcounties), Western Uganda.
- Reporting:
The consultant will report to the Project Manager of the “GREENER” project and and liaise closely with relevant project team members and stakeholders. Regular communication will be maintained throughout the assignment.
- Budget:
Interested consultants or firms should submit a detailed budget proposal including daily rates, travel costs, and other expenses relevant to the project.
- Evaluation Criteria:
Proposals will be evaluated based on technical expertise, relevant experience, proposed methodology, and financial competitiveness.
