Job Summary: Â Â Under the direct supervision of the Field Programme Manager, the Programme Coordinator supports implementation of Programmes. The Programme Coordinator is responsible for overall Programme cycle support including, formulation, implementation, financial and quality compliance. The Programme Coordinator interacts with internal as well as external functions.
Summary of Functions
Support day-to-day Programme implementation and ensure project consistency with project design and delivery and with IDLO processes and procedures;
Monitor Programme activities to ensure compliance with contracts and procedures and that Programme cycle quality controls are in place.
Programme Development and Programme Representation.
Key Duties and Responsibilities:
Support day to day Programme implementation, including: work planning, budget management, monitoring, and reporting, and ensure that all project phases are consistent with the project design and delivery schedule and in accordance with IDLO processes and procedures.
Manage the coordination of work and information between IDLO Offices.
Support development of implementation plans by means of standardized Programme cycle management tools, logic models and frameworks, work plans, and others.
In coordination with the Field Office, monitor daily Programme implementation issues, including revisions to project design and work plans; make recommendations for timely and optimal course corrections.
Draft, collate and provide input for the finalization of internal and external reports, in collaboration with the field office; coordinate the approval and submission Programme reports; ensuring these highlight the value and impact the Programme/activity brings.
Collaborate and communicate regularly with the Finance Unit to build accurate financial forecasts, including reviewing financial reports and identifying in advance areas of over- or under-spending, and flagging any urgent budgetary issues to the supervisor/budget holder.
Monitor Programme activities to ensure compliance with contracts and procedures and that Programme cycle quality controls are in place.
Ensure internal procedures and guidelines are observed, recommending corrective action and consulting to the appropriate department any potential compliance issues Monitor compliance with Programme contracts and subcontracts.
Under the leadership of the Evaluation Unit, support the evaluation of Programmes.
Ensure Programme deliverables meet quality standards and proactively seek input from relevant substantive internal experts.
Conduct research on legal, political, social, and economic events, trends, and/or developments relating to the Programme; respond to internal and external requests for such research.
Programme Development and Programme Representation.
Represent IDLO in Programme events, and under the guidance of the supervisor, build relationships and liaise with donors, UN agencies, government institutions; CSO’s and other stakeholders in the rule of law field through meetings and the preparation of reports and briefs.
In coordination with the supervisor, generate ideas and identify new Programme opportunities; provide substantive input in the development of proposals or concept notes aimed at innovatively expanding IDLO’s Programme portfolio in line with country/regional/organizational strategies.
Responsible for design of implementation plans by means of standardized Programme cycle management tools, logic models and frameworks, work plans, monitoring reports, and others.
Qualifications, Skills and Experience:
Education and Work Experience:
An undergraduate (Bachelors) degree in Law, Political Science, Gender Studies or other relevant disciplines from a recognized university. Post-graduate qualifications will be an added advantage.
At least 04 years’ professional experience of working in the Justice, Law and Order Sector (JLOS), or the Governance Sector, and with experience working on gender issues in Uganda.
Experience working with international organizations or large national organization, Governance, or the Social Development sectors will be a significant advantage.
Languages:
Fluency in English is required. Fluency in any of the widely spoken local languages will be an added advantage.
Specific knowledge, skills and competencies:
Demonstrable experience working with the justice, law and order sector and non-governmental organizations in Uganda including familiarity with gender issues within the sector.
Solid report writing, research, analytical and strategic thinking skills, and demonstrable advanced computer skills (MS Office Suite including MS Excel, Power point and Internet).
Excellent interpersonal, organizational, diplomacy, and communication skills.
Demonstrable ability to meet deadlines in a fast-paced work environment.
Proven ability to operate in a team environment liaising with a diverse team.
Enthusiastic and proactive attitude including willingness to travel frequently to the field.
Self-motivated and dynamic with willingness and ability to use initiative to assist the organization to achieve its objectives; and
Highly developed sense of ethics, integrity and commitment to IDLO’s mandate.
Terms & Conditions
For this locally recruited position, IDLO shall offer the selected candidate an Affiliate contract of 12 months, with the possibility of extension subject to performance and funding availability.
IDLO shall also offer a yearly basic salary of Uganda Shillings 115,000,000, medical insurance, and leave entitlements in accordance with IDLO Employee Regulations and Rules.
