Its core focus areas include HIV, tuberculosis (TB), reproductive, maternal, neonatal, child, and adolescent health (RMNCAH), global health security, and most recently, the care and management of sickle cell disease. The Foundation is a proud member of the Texas Childrenâs Global Health Networkâa consortium of pediatric HIV/AIDS care and treatment centers in 11 countries worldwide, launched by the Baylor International Pediatric AIDS Initiative (BIPAI) Job Summary The HIV/TB District program officer HIV/AIDS/TB is responsible for providing technical assistance and supervision of HIV /TB service delivery to health facilities and local authorities to ensure timely and quality attainment and sustenance of HIV epidemic control interventions in supported districts. Overall Responsibilities - Provide Technical assistance and supervision to health facilities in supported LAs in client retention, Case management, eMTCT/EID, TB, Pediatric, and adolescent HIV care service delivery
- Supervise and monitor the implementation of innovative strategies to improve client retention, Case management, eMTCT/EID, TB, Pediatric, and adolescent HIV care service delivery, while supporting complete documentation for all HIV prevention services
- Periodically review and monitor client retention, Case management, TB, Pediatric, and adolescent HIV care service delivery performance against set targets while ensuring retention of clients and submit periodic reports to key stakeholders in line with program and national reporting requirements.
- Provide Technical assistance and supervise the implementation of the Differentiated Service delivery models for HIV Care and treatment in the districts/health facilities under their jurisdiction in an integrated patient centred approach.
- Advise on the progress of implementation of planned activities every month and address poor performance with corrective actions on time.
- Prepare quarterly district work plans & operational plans for client retention, Case management, TB, Pediatric, and adolescent HIV care services.
- Provide mentorship and build capacity for DHT, community and facility staff to increase their knowledge and skills related to client retention, Case management, TB, Pediatric, and adolescent HIV care service delivery, and integration of services
- Support the provision of high-quality HTS, PrEP-PEP, Harm reduction services within the health facilities, ensuring optimal testing of all pregnant women and all HIV positive identified women are offered ART.
- Build a critical mass of district mentors/coaches to cascade technical support/mentorship to health facilities in HIV/TB/eMTCT/EID care.
- Ensure use of patient level data (client audit tools) to guide implementation of interventions.
- Support EDD tracking to improve EID coverage.
- Support utilization of EID/VL POC in the supported districts.
- Prepare/Adapt and disseminate relevant educational material, teaching aids, and clinic reference materials for the delivery of High Impact Interventions for client retention, Case management, TB, Pediatric, and adolescent HIV care service delivery.
- Participate in monthly dashboard reviews of project clinical outcomes and utilize project data to prioritize interventions related to client retention, Case management, eMTCT/EID, TB, Pediatric, and adolescent HIV care service delivery.
- Support Health facilities and other LA stakeholders to implement quality improvement activities in client retention, Case management, TB, Pediatric, and adolescent HIV care service delivery.
- Participate in HIV operational research, document and disseminate findings at national and international conferences, journals and medical-related literature in line with Baylor Uganda research guidelines.
Required Qualification, Experience and Competencies: - Bachelorâs degree in medicine (MBChB) or its equivalent and additional training and experience in HIV/AIDS and TB clinical management.
- Additional post-graduate training will be of added advantage.
- At least 3 years of experience working with HIV/AIDS and TB clinical service delivery support programs.
- Knowledge in clinical HIV/AIDS, eMTCT/EID and TB management, including the current national guidelines for HIV prevention, care, and treatment, and TB management.
