Background
The Youth Economic Empowerment through Livestock Development (YEELD) Program is a five-year initiative aimed at improving the socio-economic well-being and resilience of financially disadvantaged young people aged 18â35 years in the Teso, Bukedi, and Ankole sub-regions of Uganda through livestock value chains. The program seeks to create 250,000 work opportunities, including 200,000 (80%) young women, 5% persons with disabilities (PWDs), and 3% refugees and displaced persons (RDPs). YEELD is being implemented across 20 districts in the three sub-regions through a consortium coordinated by Ripple Effect, dfcu Foundation, and Multi Community Based Development Initiative (MUCOBADI), in partnership with the Mastercard Foundation.
The District Coordinator will provide district-level leadership and coordination of project implementation activities while supervising Project Officers and strengthening relationships with district stakeholders, local governments, private sector actors, and community structures.
Position Summary
The District Coordinator is responsible for overseeing the implementation of project activities within the assigned district, ensuring effective supervision of Project Officers, quality delivery of interventions, stakeholder coordination, and achievement of project targets.
The role requires a proactive and experienced development professional with strong coordination, leadership, relationship management, and community engagement skills.
Key Roles and Responsibilities
1. District-Level Project Coordination
Coordinate implementation of project activities within the assigned district in line with approved work plans and donor requirements.
Supervise and support Project Officers to ensure timely and quality delivery of project activities.
Monitor implementation progress and ensure achievement of district targets and indicators.
Coordinate district-level planning meetings, activity scheduling, and field operations.
Ensure quality assurance and consistency in project implementation across project sites.
2. Supervision & Team Management
Provide technical support, mentorship, and performance supervision to Project Officers and Community-Based Trainers.
Conduct regular field visits to monitor activity implementation and provide guidance to field teams.
Support staff capacity building in project implementation, safeguarding, reporting, and stakeholder engagement.
Promote accountability, teamwork, and effective communication within the district project team.
3. Stakeholder Engagement & Relationship Management
Build and maintain strong working relationships with district local governments, technical officers, community leaders, cooperatives, youth and women groups, and local partners.
Represent the project in district coordination meetings, technical working groups, and stakeholder forums.
Support development of partnerships with financial institutions, private sector actors, producer organizations, and training institutions.
Promote district-level visibility and community ownership of project interventions.
Strengthen collaboration between the project and local stakeholders to support sustainability.
4. Monitoring, Reporting & Documentation
Review and consolidate reports from Project Officers and ensure the timely submission of district reports.
Support data collection, beneficiary tracking, and monitoring activities within the district.
Ensure proper documentation of success stories, lessons learned, case studies, and best practices.
Monitor progress against project indicators and recommend corrective actions where necessary.
Support donor reporting, assessments, and compliance processes.
5. Financial & Administrative Support
Support activity planning, budgeting, and accountability processes at the district level.
Ensure proper utilization and accountability of project resources.
Review field accountability documents and activity expenditures submitted by Project Officers.
Ensure compliance with organizational and donor policies and procedures.
6. Community Engagement & Capacity Building
Support mobilization and strengthening of producer groups, youth groups, women groups, and community structures.
Facilitate district-level trainings, mentorship sessions, and stakeholder engagements where necessary.
Promote entrepreneurship, financial literacy, livelihoods, agribusiness, climate resilience, and enterprise development activities.
Support sustainability and market linkage initiatives within the district.
Qualifications & Experience
Education
Bachelorâs Degree in Development Studies, Project Planning & Management, Agriculture, Business Administration, Social Sciences, Economics, Entrepreneurship, or related field.
Experience
Minimum of 4 years of relevant experience in project coordination, community development, or donor-funded programming.
Experience supervising field teams and coordinating district-level project activities is required.
Strong experience in stakeholder engagement and partnership development.
Experience working on youth and women economic empowerment, livelihoods, or agribusiness programs is highly desirable.
Familiarity with the assigned district and Teso regional context is highly preferred.
