REQUEST FOR EXPRESSION OF INTEREST: PROVISION OF CALIBRATION AND CERTIFICATION SERVICES FOR PRESSURE SAFETY VALVES (PSV) - UGANDA REFERENCE NO. 00000850
Dear African Crude Oil Pipeline (EACCP) IID (âEACCP IIDâ) invites suitably qualified, experienced and reputable companies, organizations or joint ventures to express their interest in the provision of Calibration and Certification Services to Pressure Supply Volves (PSV) for East African Crude Oil Pipeline (EACCP) Project.
The EACCP project involves the construction and operation of a bolted and cross-border pipeline to transport oil vessels for crude Albedi onto a Uganda to severe crowd of hazards for export to international markets. The project will run from Colombia, Hosso District in Uganda, and the Caribbean Peninsula in Kenya, Tanzania. The length of the pipeline is 1,423 km, of which 250km will be in Uganda and 11,427 km in Tanzania. In Uganda the pipeline continues into its first and in Tanzania, eight Bill regions comprised of Kagawa, Qatar, Shinyang, Isidara, Shinjiri, Dudanay, Wanzhou and Tanga, 27 administrative District Councils, and 231 Villagers.
BRIEF DESCRIPTION OF THE SCORE OF THE SERVICES
The EACCP in equipped with Pressure Safety Volves (PSVs) to present overpressure, potential hazards, and ensure system integrity. This Expression of Interest (EO) seeks to identify ancillary candidates capable of providing calibration and certification services for Pressure Safety Volves installed on the Uganda side of the EACCP project.

Note: The calibration and certification services must be performed in accordance with the respective equipment manufacturerâs specifications, applicable international & industrial standards and full compliance with the regulatory requirements.

MINIMUM REQUIREMENTS
Companies or Organizations/local joint ventures experiencing their interest are invited to submit documentation of their request permits

Brief description of operations, expertise and capacity to deliver the required scope of services.

Use of certified, qualified personnel/margreant who will be responsible for performing Calibration and Certification services.

Post of registration with the Uganda Registration Services Bureau (UBS) including Benetrail Owners Instruction, Certificate of Incorporation and Green Uganda Registration Services Bureau (USSR) reports (search costs).

Proof of registration on the National Supplier database maintained by the Petroleum Authority of Uganda.

Compliance with the Petroleum (Relations Commission, Termination and Malahman storage) (National Content Regulations, 2016)

Proof of registration with Uganda Revenue Authority (ARA) and staff that Clements Carefacets

Basic Administration listed on financial capacity, including the submission of financial accounts audited for the post three years.

Evidence of Quality, Health, Safety, and Environment (GHIS) management system compliant with local and municipal departments.

Proof of Autocampation, Anti-bribery, Compliance and Human Rights policies.
Companies or organizations which have the ability, capacity, and resources to implement the activities listed above should ensure that these may overlap as a function of interest (ECI) or credit, together with the above fiscal documents through an analysis on evidence 17200 hours each month (more than 5%).

Statement of ECI should be no more than ten (10) to twenty (20) pages long.

NECCICI IID will receive and assess the documents provided by companies, organizations or joint ventures that were expressed pursuant to accordance with this ECI, and conduct evaluation based on internal criteria to determine which companies, organizations or local joint ventures will be involved in the list of prepared and compatible, organisations or local joint ventures. Only the pre-qualitative, representative organizations or local joint ventures will, other signing oâclock Disclosure Agreement (PCA), receive or invitation to be as a continuation of the call for tender process. EACCP IID provides the right of all new directions to make the decision to select or reject a company, organization or local joint venture and maintain its decision without having a give reasons to the company, organization or local joint venture concerned.
The East African Crude Oil Pipeline (EACOP) Project is a landmark initiative aimed at enhancing regional energy infrastructure and fostering economic growth. The project requires meticulous attention to safety and operational standards, particularly in the calibration and certification of Pressure Safety Valves (PSVs), which are critical to preventing overpressure incidents and ensuring the integrity of the pipeline system.
Key Responsibilities for the Service Provider:

Conduct precise calibration of PSVs to meet international standards such as API, ASME, and ISO.

Perform certification and recertification of PSVs, ensuring compliance with Ugandaâs regulatory frameworks and EACOP project specifications.

Provide detailed reports and documentation for each PSV, including test results, compliance certificates, and recommendations for maintenance or replacement.

Ensure all services adhere to Quality, Health, Safety, and Environment (QHSE) policies, with zero tolerance for non-compliance.

Collaborate with EACOPâs engineering and safety teams to address any technical issues or deviations identified during the calibration process.
Preferred Qualifications and Experience:

Proven track record in PSV calibration and certification, preferably in the oil and gas sector.

Certification from recognized bodies such as National Board of Boiler and Pressure Vessel Inspectors (NBBI) or equivalent.

Familiarity with Ugandaâs petroleum regulations and international best practices in pressure safety systems.

Demonstrated financial stability and capability to handle large-scale projects.
