Job Title:  DFS & Projects Risk Officer  Organisation: PostBank Uganda Ltd (PBU) Duty Station:  Kampala, Uganda Reports to: IT Risk Manager About Organisation: PostBank Uganda Ltd (PBU), a government owned bank regulated by Bank of Uganda under the Financial Institutions Act, 2004. The bank focuses on being the market leader in advancing financial inclusion. Job Summary: The DFS & Projects Risk Officer is responsible for providing Independent Risk oversight over digital financial solutions and projects. Key Duties and Responsibilities: - Conduct risk assessments for digital solutions and projects as well as new and existing systems/alternate channels to ensure compliance with the bank’s security policies, regulatory requirements, and adherence to best practices to identify weaknesses or security exposures and prescribe solutions to mitigate the risks related to those weaknesses and exposures.
- Review new digital initiatives from Projects team and business, identify risks and provide a credible challenge to the business’s risk controls and mitigation.
- Provide assurance on the overall direction for the bank’s digitization strategy to ensure initiatives are implemented within the bank’s risk appetite.
- Review technology outsourced services alongside the Service Level Agreements and the bank’s third-party risk exposure.
- Establish risk monitoring routines for digital channels, products and assets that are designed to help identify emerging risks.
- Identify and evaluate business technology risks and internal controls which mitigate risks and related opportunities for internal control improvement and propose risk treatment plans.
- Providing guidance over the general activities and concerns of the bank’s technology functions including governance, policy, control design, general operational effectiveness, and internal controls.
- Perform monthly and quarterly reporting to MRC and BRC respectively through the Manager, Technology Risk, and the Chief Risk Officer.
- Perform Quality Assurance Reviews of Digitisation, Innovation, Projects and technology related Policies, Processes, and procedure manuals and advise /propose improvements.
Qualifications, Skills and Experience:
- Bachelor’s degree in information systems technology, Computer Science, Business, Engineering, Project Management, or related field.
- Post graduate education or a master’s degree in a related field is an added advantage.
- Three years of experience in banking (payment solutions and alternate channels), auditing, risk management, technology solutions, telecom industry (mobile financial services), FinTech or project management.
- Must have critical thinking, analytical, attention to detail and problem-solving skills to quickly stop threats of significance to the institution.
- Experience in product development, project management, technical business analysis and/or digital lending is an added advantage.
