Loan No./Credit No./ Grant No.: 6898-UG RFB Reference No.: NITA-U/DAP/SUPLS/26-27/00012 - The Government of Uganda represented by the National Information Technology Authority Uganda (NITA-U) has received financing from the World Bank toward the cost of the Uganda Digital Acceleration Project-Government Network (UDAP-GOVNET) and intends to apply part of the proceeds toward payments under the contract for Design, supply, installation testing and commissioning of solar power and physical security systems at telecentres in refugee hosting districts.
- The National Information Technology Authority-Uganda (NITA-U) now invites sealed Bids from eligible Bidders for Design, supply, installation testing and commissioning of solar power and physical security systems at telecentres in refugee hosting districts.
- Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers" Procurement in Investment Project Financing (July 2016, revised February 2025) ("Procurement Regulations"), and is open to all eligible Bidders as defined in the Procurement Regulations.
- Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70% for the Technical Part and 30% for the Financial Part.
- Interested eligible Bidders may obtain further information from National Information Technology Authority-Uganda and inspect the request for bids document during office hours 0900 to 1700 hours from Monday to Friday at the address given below.
- A pre-bid meeting will be held 7th October 2026 at NITA-U Head Office, Palm Courts, Plot 7A, Rotary Avenue at 1100 Hours East African Time with an Online Virtual Meeting using zoom - A link will be shared with all registered bidders prior to the date of the meeting. The bidders who wish to attend the meeting shall register and submit their official email addresses not later than one (1) day to the date of the meeting to steven.batte
nita.go.ug - The request for bids document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Ugx.200,000 (Two Hundred Thousand Uganda Shillings Only) or equivalent in a freely convertible currency. The method of payment will be the Electronic Funds Transfer (EFT) Bank account number: 00655005380001. Customer name: National Information Technology Authority, Uganda (NITA-U). Account title: NITA-U Local Revenue Expenditure Account. Bank Name: Bank of Uganda Swift Code: UGBAUGKA. A PDF bidding document shall be sent to the potential bidder electronically upon receipt of confirmation of payment.
- Bids must be delivered to the address below on or before Friday, 16 October 2026 at 1100 Hours East Africa Time. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked "ORIGINAL BID", and the inner envelopes marked "TECHNICAL PART" will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend, at the address below on Friday, 16 October 2026 at 1115 Hours East Africa Time. All envelopes marked "Second Envelope: Financial Part" shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
- All Bids must be accompanied by a Bid Security of UGX 41,300,000 (Uganda Shillings Forty-One Million Three Hundred Thousand) or equivalent amount in a freely convertible currency.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
