Job Description/Requirements About Us; This is an international humanitarian and development Non Governmental Organization in General Consultative status with the (UN COESOC) United Nations Economic and Social Council, and one of the largest in South Korea. Established in 1991, the organization currently conducts missions around the world to improve quality of life and education standards, as well as to provide aid in areas of civil unrest or natural disaster. In order to develop and achieve the NGO objectives, Good Neighbors International Uganda is seeking to recruit the following employee to work at Head office. Position: DM&E Specialist. Location: Kampala. Reports to: Country Director.
Job Summary. Good Neighbors International Uganda is looking for a Design, Monitoring and Evaluation Specialist to provide technical expertise and leadership to generate and analyze quality evidence and data through establishing monitoring systems and tools, and oversight of assessments and evaluations for the assigned project teams. S/he will work will build capacity of headquarter and field teams on M&E and facilitate learning and adaptive management. In addition, the position contributes to development of project proposals in alignment with donor requirements; and improve the processes, systems and capacity of Technical and Business Teams on program design. Major Responsibilities - Capacity building, Build capacity of Program Managers and Sector Specialists through on and off job-mentorship, identify learning opportunities for staff, and hold learning forums particularly in area of design, monitoring, reporting and evaluation. This shall be achieved through collaborating with different divisions, technical program leads, sector specialists, partners, ministries and local governments.
- Train and build M&E capacity of program staff, beneficiaries and other stakeholders according to Good Neighbor’s Uganda Strategy, DME framework and Donor Guidelines.
- Develop a capacity building and mentorship program for the national DME team aimed at enhancing their capacity and skills to assume increased M&E and programming responsibilities.
- Guide staff in preparing progress reports in accordance with approved Donor reporting formats and ensure their timely submission. This includes monthly reports, quarterly progress reports, annual project reports, inception reports.
 RESEARCH AND DOCUMENTATION  - Promote evidence based learning through undertaking operations research and documentation at Head Office and program level through undertaking research, engaging programs in research, initiating topics or themes for research.
- Support programs to generate Most Significant Change evidence in form text i.e. Magazines, or digital videos.
- Support programs in documenting and disseminating innovations and new research findings related to DME
- Promote and facilitate processes for identifying, documenting and disseminating good DME practices at a National Level.
- Design and implement a system to identify, analyze, document and disseminate lessons learned.
 Assessments and evaluations - Assure that baselines and evaluations are conducted in accordance to partnership/donor guidelines and standards, participate in development and review of Terms of References, provide technical backstopping to baselines, assessments and evaluations, collaborate with consultants, support offices or partners.
- Provide technical guidance in conducting assessments in line with established donor related guidelines. In addition, identify the need and draw up the Terms of Reference for specific studies; Recruit, guide and supervise consultants to implement special surveys and studies required for evaluating programs effects and impacts.
- Build and foster relationships with Government of Uganda counterparts, non-governmental organizations, academic and research institution, and work with them to advance M&E methodology, in close coordination with the Operation’s Manager.
- Contribute to all program development, research and needs assessments by monitoring the changing needs of target communities, identifying opportunities in line with Good Neighbor’s Uganda mission & strategy and monitoring international best practices and development trends.
- Monitor and follow up on utilization of recommendations from evaluation surveys across programmes.
- Conduct Meta evaluation of all completed program evaluations to establish key learning and recommendations to inform future evaluations.
- Actively develop fundable proposals
- Any other duty that may be assigned by the Supervisor.
  EDUCATION REQUIREMENTS - Bachelor’s degree in any related discipline.
- Master’s degree is an added advantage.
RELEVANT EXPERIENCE - Suitability to undertake the responsibilities mentioned above at the required level
- At least 8 years of relevant professional experience in the  project Management
- Â Experience knowledge in working with International Organizations is an added advantage
- Able to perform work independently in own field of specialization, equipped with knowledge and experience of multiple disciplines.
- Excellent oral and written communication skills in English
- Â Experience in Proposal writing of Development Projects is AMUST.

- Consistently seeks and addresses feedback on own performance
