Project Background Data-Activated Architecture for Resilient Transition (DART) supports the Ministry of Health (MOH) to strengthen and scale interoperable, fit-for-purpose digital health systems. The project supports facility digitization and EMR readiness; National Data Warehouse (NDWH) stabilization; data-center design and cybersecurity; Health Information Exchange (HIE) operations and priority integrations; workforce certification; survey modernization; responsible AI adoption; and service-delivery data reporting performance. The project is designed to build on MOH-owned systems, repositories, standards, and governance structures, with progressive transfer of capability to government and Ugandan institutions. Project period is anticipated 2026â2030, beginning with a six-month foundation phase. Note: All positions are subject to award, final organizational design, and Palladium hiring procedures. Reporting lines may be adjusted during mobilization. âMOHâ includes the responsible Directorate/Department of Health Informatics (DHI) and other government units as applicable. Position Summary The Data Quality Specialist leads DARTâs approach to improving the accuracy, completeness, consistency, timeliness, and use of data across priority national systems. The role strengthens automated data validation and source-system improvement loops while supporting MOH-led data quality reviews, root-cause analysis, and facility and district corrective actions. Location: This role and project will be based out of Kampala, Uganda with national and regional travel as required. Candidates must have current work authorization in Uganda as visa sponsorship cannot be considered. Reporting And Supervision This role will report to the Data Engineering Lead, DART Primary Responsibilities - Develop and implement a data quality framework covering EMR, DHIS2/eHMIS, eIDSR, eCHIS, laboratory, supply-chain, NDWH, and other approved systems
- Define data-quality rules, thresholds, exception workflows, reconciliation procedures, and escalation pathways in collaboration with MOH system owners
- Support automated validation controls in data pipelines and dashboards, including completeness, duplication, timeliness, validity, consistency, and referential-integrity checks.
- Conduct data quality assessments, validation reviews, data audits, and root-cause analyses with MOH, district, and facility teams
- Support service-delivery reporting performance targets and improvement plans for electronic reporting, surveillance, and community reporting.
- Track corrective actions and ensure issues are resolved at the appropriate source system rather than only cleaned downstream
- Contribute to verification evidence for data quality, reporting performance, HIE operations, and milestone achievement
- Build capacity of MOH and partner staff in data-quality management, data interpretation, and quality- improvement practices
Qualifications And Experience - Bachelorâs degree in public health, statistics, health informatics, epidemiology, data science, or related field
- At least 4 years of experience in routine health information systems, data quality, M&E, data management, or analytics
- Experience with DHIS2, EMRs, eIDSR, eCHIS, data quality assessments, and indicator validation is highly desirable
- Strong skills in Excel, SQL, data visualization, analysis, and report writing
- Strong facilitation, problem-solving, and stakeholder engagement skills
- Professional fluency in English
