Assumption The research is premised on the assumption that gender inequalities in Uganda are perpetuated by various interlinked factors, including patriarchal cultural norms, religious dogmas, economic and political structures, and media narratives. Systemic change can be achieved by supporting actors who collaborate strategically to influence these determinants of gender justice and who demonstrate resilience and adaptability. The Research initiative III.1. Purpose The research aims to inform the development of the Fundâs new strategy in Uganda by analyzing the existing landscape of civil society collaborations focused on gender justice. Specifically, it will identify key actors, networks, and mechanisms that contribute to narrative shifts, economic transformation, and policy reforms that support gender justice. III.2. Methodology The research will employ a mixed-methods participatory design, including: ⢠Document review of the Fundâs past engagements, gender justice reports, and policy frameworks. ⢠Key informant interviews with activists, journalists, donors, policymakers, and thought leaders. ⢠Focus group discussions with relevant civil society groups. ⢠Mapping exercises to identify collaborations and key influencers in Ugandaâs gender justice landscape. ⢠Thematic analysis to determine how knowledge is produced, shared, and applied in advocacy efforts. The Fund will provide relevant materials to support the research, including past reports, strategic documents, and access to key stakeholders. III.3. Key Research Stakeholders The research will engage: ⢠Program team ⢠Civil society organizations and coalitions ⢠Feminist and gender justice networks ⢠Donors and funding agencies ⢠Journalists and media actors ⢠Digital activists and social influencers 1. Scope of work IV.1. Objectives 1. Identify and analyze collaborations within Ugandaâs civil society aimed at: ⢠Changing economic structures that perpetuate gender inequalities. ⢠Shifting narratives around gender justice. ⢠Influencing the policy and legislative framework to support gender justice. 1. Assess the role of key individuals and groups in shaping gender justice discourse in Uganda. 2. Examine how donors and funding mechanisms support knowledge production and systemic change initiatives for gender justice. IV.2. Logistics ⢠Estimated start date: 21 April 2025 ⢠Duration: The consultancy will be conducted over a period of two months (8 weeks), and the consultant is expected to propose how he/she intends to use this time and to what achievable milestones. ⢠Location: The consultant(s) will provide services remotely and will provide his/her/their own workspace and equipment. They will collaborate virtually on a regular basis with the Fund staff members in EDT / GMT -4 and EAT/ GMT +2 and GMT+ 3 time zones. The consultant should plan for data collection in up to three locations. The consultant will be responsible for travel and logistical arrangements for interviews and focus group discussions. IV.3. Activities Activities include but are not necessarily limited to the following tasks : ⢠Hold initial meetings with program team to discuss the purpose, methodology and other aspects of the research inititative ⢠Collect, manage, and analyze primary and secondary quantitative and qualitative data. ⢠Conduct literature and document review. ⢠Design and validate research tools (interview guides, survey instruments, etc.). ⢠Conduct interviews and focus group discussions. ⢠Analyze data and develop research insights. ⢠Facilitate interpretation and sense-making of preliminary findings ⢠Draft and finalize a research report with actionable recommendations. IV.4. Deliverables 1. Research plan with main project phases 2. Research matrix to map research questions with planned methods and any other primary data collection tools or protocols 3. Analytical Matrix: Mapping of civil society platforms engaged in gender justice advocacy, including their financial and technical support sources. 4. Annotated Review: Compilation of key individuals, groups, and spaces producing and disseminating gender justice narratives, including their methodologies, audiences, and impact. 5. Funding and Collaboration Review: Assessment of donor engagement and resource mobilization for gender justice initiatives. 6. Research preliminary findings 7. Final Research Report: A comprehensive document synthesizing findings, insights, and strategic recommendations for the Fundâs Uganda program. IV.5. Guiding Principles The research process will be grounded in the Fundâs Learning & Assessment principles: ⢠Ask meaningful questions and seek meaningful responses. ⢠Be thoughtful about the resources we offer and request. ⢠Center relationships and context to do no harm. ⢠Seek lessons in struggles and successes. ⢠Be transparent and share findings in a spirit of service. 1. Competencies The consultant must possess: 1. Expertise in gender justice, human rights, and advocacy. 2. Experience in Ugandaâs civil society sector. 3. Strong analytical and research skills. 4. Knowledge of digital advocacy tools and narrative change strategies. 5. Proven ability to conduct situational analyses and develop actionable strategies. 6. Applied experience with mixed methods research designs, 7. Experience is designing and implementing research processes that are within budget and produce actionable recommendations 8. Effective written and verbal communication skills in English 9. Experience with and access to quantitative and qualitative data analysis software 10.
