The USAID Feed the Future Uganda Institutional and Systems Strengthening (ISS) Activity is a five-year Activity implemented by DT Global. The goal of the Activity is for key national level Ministries, Departments and Agencies (MDAs), and industry apex organizations (IAOs) that are vital to driving inclusive agriculture-led economic growth to fulfill their mandate, leading to pathways to prosperity, improved resilience, and better nutrition for the people of Uganda. The purpose of the Activity is to improve the performance and structures of MDAs and IAOs.
This consultancy aims to develop guidelines for collaborative Monitoring, Evaluation, Accountability and Learning (MEAL) of implementation of Cabinet Decisions and Public Policies in Uganda. These Guidelines are for use by stakeholders involved in MEAL of implementation of Cabinet Decisions and Public Policies. These Guidelines are intended to enhance stakeholder involvement and participation in MEAL of implementation of Cabinet Decisions and Public Policies.
The Government of Uganda (GoU) is committed to improving the effectiveness of its public policies and programs. To achieve this goal, it is essential to have a strong MEAL system in place. Collaborative MEAL is premised on the Whole of Government Approach which was introduced in Uganda in the late 1990s necessitating stakeholders to work collaboratively in delivering services. Collaborative MEAL is guided by the principles of inclusivity, transparency, and accountability. Participatory approaches are commonly used to engage key stakeholders in the MEAL process.
However, currently, MEAL in Uganda is fragmented and lacks coordination, with stakeholders carrying out MEAL in a piecemeal and disjointed manner. This is partly attributed to inadequate guidance on how to conduct MEAL collaboratively. It is against this background that these Guidelines should be developed.
The purpose of the Guidelines is to aid the effective execution of collaborative MEAL of implementation of Cabinet Decisions and Public Policies.
The specific objectives of the Guidelines are to:
Create a common understanding among stakeholders about the purpose, scope, and methodology of MEAL.
Ensure consistent and high-quality data collection, analysis, and interpretation across all stakeholders.
Facilitate effective coordination and communication among stakeholders throughout the collaborative MEAL process.
Provide evidence-based information to inform policy decisions and translate recommendations into action plans.
