Terms of reference to conduct outcome survey for two projects for IsraAID Uganda
Background
IsraAID Uganda has been implementing two projects since January 2025 to date. One project is
being implemented in two zones of Palorinya refugee settlement in Obongi district, in West
Nile, mainly targeting the refugees from South Sudan and aiming to increase the capacities of
communities, community-based organizations, civil society, and local organizations to lead and
sustain child wellbeing interventions. Another project is being implemented in Juru zone in
Nakivale Refugee Settlement and Nyakabande Transit Centre in the South West, mainly
targeting the refugees from the Democratic Republic of Congo, with the aim of âTarget
communities in Nakivale RS and Nyakabande TC access basic services, live resilient and
sustainable lives with improved health and emotional well-beingâ. As these projects approach
one year, an outcome survey is required to assess progress towards the intended outcomes.
Purpose
The purpose of this short-term consultancy is to conduct an outcome survey to assess the
changes brought by these two projects among target beneficiaries in Palorinya and Nakivale
Refugee Settlements. The findings will inform project performance, learnings, and future
programming.
Objectives
1. Assess the extent to which the projects have achieved their intended outcomes
2. Measure changes in the key outcome indicators as defined in the logical frameworks.
3. Identify unintended positive and negative outcomes of the projects
4. Understand the relevance, effectiveness, and sustainability of the projects according
to the beneficiaries' perspectives.
5. Provide evidence-based recommendations for future programming.

Required qualifications and experience
⢠Proven experience in designing and conducting outcome or impact evaluations
⢠Strong skills in qualitative and quantitative data analysis
⢠Experience working in sectors of WASH, protection, and health
⢠Experience working with refugees
⢠Excellent report writing and communication skills
⢠Knowledge of Palorinya and Nakivale refugee settlements is an added advantage
Reporting and supervision
The consultant will report to the Programs manager and work closely with the MEAL Officer
Payment plan
60% after approval of the inception report, and 40% after approval of the final report
