In supporting USGfunded global health activities, GHSC-PSM develops and manages a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain. At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives: - Global Commodity Procurement and Logistics
- Systems and operational support
- Global and local collaboration to improve availability of health commodities
This Short-Term Technical Assistance (STTA) assignment focuses on optimizing the Online Facility Stock Status Report (OFSSR) and Warehouse Online Stock Status Report (OSSR) dashboard within the Ministry of Health (MoH) data ecosystem. The work aims to strengthen data accuracy, interoperability, and user experience by improving the two dashboards' logic, harmonizing facility data, Warehouses data and aligning with MoH data governance standards. Purpose of the Consultancy The consultancy aims to diagnose and resolve issues within the OFSSR dashboards and implement enhancements that improve analytic accuracy, report efficiency, interoperability, and consistency across MoH systems. This consultancy is expected to take place within a total of 60 days. Scope of Work & Tasks | No. | Task | Description | Expected Outcome | LOE | | 1 | Transition of OFSSR into the National Health Data warehouse (NHDW) | ⢠Migrate the existing datasets into the National Health Data Warehouse (NHDW). ⢠Develop an automated mechanism to pull prospective stock data from DHIS2 into the NHDW to enable daily report updates (including report bookmarks). ⢠Rebuild the OFSSR within the NHDW report builder. ⢠Align report visualizations with MoH standards, including the Facility Master List and Catalog. ⢠Update calculation logic for key indicators, including reporting rates and commodity availability. ⢠Enhance period selection functionality to enable analysis across multiple years and months. ⢠Build departmental capacity to effectively use the new NHDW report and independently generate additional department-specific reports from the same dataset. ⢠Provision the OFSSR for simplified Roles Based Access Control (RBAC) | A fully migrated and automated OFSSR dashboard within the NHDW with enhanced analysis functionality to support accurate, timely, and standardized stock monitoring and decision-making. | 35 days | | 2 | Migration of OSSR into the NHDW | ⢠Restore the current OSSR platform to full operational functionality ⢠Migrate the existing OSSR dataset into the NHDW ⢠Develop structured reporting datasets within the NHDW to support standardized supply chain report development. | A fully restored and functional OSSR reporting environment within the NHDW enabling reliable, standardized supply chain analytics. | 35 days | Deliverables - A technical assessment of the current OSSR and OFSSR systems statuses.
- Fully migrated OFSSR dashboard operational within the NHDW, achieving at least 95% data accuracy and system uptime.
- At least 90% of designated and mapped staff trained to use the NHDW report builder, with the department independently generating at least three additional reports from the dataset without external support.
- An operational OSSR dataset integrated into the NDWH with validated reporting datasets configured for routine supply chain reporting and analysis.
- A comprehensive activity completion report developed and submitted by the consultant, documenting system migration, enhancements, training conducted, and key outcomes achieved.
Qualifications and Desired Attributes - Bachelorâs degree in information systems, Computer Science, Data Science, or related field.
- Minimum 5 years of experience in BI development, dashboard engineering, or health information systems.
- Proficiency with Power BI, SQL, ETL processes, and data modeling.
- Experience integrating data from multiple systems including DHIS2, OpenLMIS, and ERP platforms.
- Strong analytical, documentation, and stakeholder engagement skills.
- Experience in LMIC public health environments preferred.
Level of Effort and Location This Short-term assignment will be based at the MoH Division of Health Information, Kampala, Uganda, with an estimated total of LOE of 70 working days. Supervision The consultant will report to the Assistant Commissioner DHI at the Ministry of Health and the Systems Support Manager or a designated supervisor within GHSC-PSM. - Migrate the existing datasets into the National Health Data Warehouse (NHDW).
- Develop an automated mechanism to pull prospective stock data from DHIS2 into the NHDW to enable daily report updates (including report bookmarks).
