The Norwegian Refugee Council (NRC) Uganda Country Office, on behalf of Kampala Capital City Authority (KCCA) under the PROSPECTS 2.0 Programme, invites qualified consultancy firms, institutions, and individual consultants to submit proposals for RFP Reference No. NRC/UG/KLA/006/2026: Consultancy Services to Develop a Social and Behavior Change Communication (SBCC) Strategy for Inclusive Child Protection (CP), Gender-Based Violence (GBV), Mental Health and Psychosocial Support (MHPSS), and Access to Justice Services for Refugees and Host Communities in Kampala Capital City Authority.
The consultancy seeks to develop an evidence-based SBCC Strategy aimed at increasing awareness, promoting positive behavioral change, and enhancing demand for and utilization of Child Protection, GBV, MHPSS, and Access to Justice services among refugees and host communities across the five divisions of Kampala Capital City Authority, namely Central, Kawempe, Rubaga, Makindye, and Nakawa.
Interested applicants are invited to submit technical and financial proposals in accordance with the requirements outlined in the Request for Proposal (RFP) document.
For participation in online sourcing process, interested consultancy firms are required to send their request through email on ug.tender1
nrc.no and accordingly automated instruction will be shared via return email with the respective firm for applying online.
Interested firms are required to follow the instructions available online and accordingly upload required documents.
Deadline for the submission is 16:00hrs EAT, Friday 28th August 2026.
Enquiries can be sent through Tender Management system by or before 17:00hrs EAT, Wednesday 26th August 2026.
The submitted Expression of Interest documents shall be opened at 10:00hrs EAT on Monday 31st August 2026.
