About the Project The Youth Economic Empowerment through Livestock Development (YEELD) Program is a five-year initiative aimed at improving the socio-economic well-being and resilience of financially disadvantaged young people aged 18â35 years in the Teso, Bukedi, and Ankole sub-regions of Uganda through livestock value chains. The program seeks to create 250,000 work opportunities, including for 200,000 (80%) young women, 5% persons with disabilities (PWDs), and 3% refugees and displaced persons (RDPs). YEELD is being implemented across 20 districts in the three sub-regions through a consortium coordinated by Ripple Effect, dfcu Foundation, and Multi Community Based Development Initiative (MUCOBADI), in partnership with the Mastercard Foundation. Role Purpose The Communication Manager provides strategic leadership and oversight for all communication, visibility, advocacy, thought leadership, and knowledge management functions within the YEELD Project. The position is responsible for developing and implementing a communications strategy that advances YEELDâs program goals, outcomes, and systems-level influence objectives, while positioning the program as a key contributor to inclusive youth economic empowerment through livestock development. The position ensures that program achievements, lessons, youth voices, ecosystem shifts, and impact are effectively documented, packaged, and disseminated to key stakeholders including donors, government, private sector actors, consortium partners, media, and communities. It supports the broader Young Africa Works agenda by strengthening strategic communication approaches that contribute to ecosystem coordination, policy influence, behaviour and mindset change, youth voice and agency, and increased visibility of youth-led opportunities within the livestock sector. The position leads the design and implementation of YEELDâs communication and visibility strategy, ensuring all communications activities are aligned with Ripple Effect standards, Mastercard Foundation requirements, and the programâs broader impact pathways and development objectives. It also provides strategic guidance and technical support to the three sub-regions (Teso, Mbale, and Ankole), ensuring regional teams and consortium partners are equipped to effectively communicate program results, learning, and impact. Additionally, the position ensures systematic archiving of program documentation, strengthens institutional learning and knowledge sharing, supports policy and thought leadership initiatives, and leads communication close-out processes to capture and disseminate YEELDâs legacy and contribution to youth employment, financial inclusion, and livestock market systems transformation. - Provide strategic leadership and direction for communication activities across the Project Management Unit, consortium partners, and sub-regions.
- Serve as a key liaison with Mastercard Foundationâs communications team and relevant external stakeholders to ensure alignment with donor priorities and national development agendas.
- Operationalize the communication strategy through annual and quarterly communication workplans aligned to program priorities and milestones.
- Provide strategic recommendations to senior management on media engagement, stakeholder positioning, public statements, reputational risk, and communication priorities.
- Lead development and dissemination of policy, advocacy, and thought leadership content that positions YEELD as a contributor to youth economic empowerment, inclusive livestock systems, and youth-responsive market development.
- Support documentation and communication of program learning, ecosystem shifts, innovative models, and emerging lessons to influence broader sector practice and policy discussions.
- Support youth voice, agency, and participation by amplifying stories, experiences, and perspectives of young people participating in YEELD interventions.
- Lead implementation of communication activities including media engagement, launch events, radio and television features, press releases, digital campaigns, impact stories, and stakeholder engagement initiatives.
- Oversee development, editing, packaging, and dissemination of communication products including reports, newsletters, impact briefs, brochures, impact stories, documentaries, and multimedia content.
- Ensure communication approaches strengthen program visibility while contributing to learning, behaviour change, and stakeholder engagement objectives.
- Ensure all communication outputs comply with Ripple Effect and Mastercard Foundation branding, safeguarding, visibility, and donor reporting requirements.
- Produce quarterly updates, annual reports, impact briefs, visibility products, and program impact stories.
- Manage multimedia outputs including photography, film, and digital storytelling while ensuring informed consent and ethical storytelling standards are upheld.
- Lead documentation of program achievements, lessons learned, ecosystem outcomes, and impact stories across all implementation regions.
- Ensure systematic archiving of communication materials, reports, photographs, videos, and learning products for institutional learning and program close-out.
- Support program learning and adaptive management through communication of emerging lessons, evidence, and impact insights.
- Strengthen communication capacity of consortium partners, regional teams, and communication focal points in documentation, storytelling, safeguarding, media engagement, and digital communication.
- Identify communication capacity gaps and coordinate training, mentorship, and accompaniment support where required.
- Build and maintain relationships with media houses, journalists, communication networks, and ecosystem stakeholders to strengthen YEELDâs visibility and influence.
- Represent the program in strategic communication, media, and stakeholder engagement platforms where required.
- Ensure compliance with Ripple Effect policies, safeguarding standards, and all relevant legislation.
- Undertake any other duties of a similar nature as reasonably required by the line manager.
- Proven expertise in developing and implementing strategic communication and visibility strategies aligned to program goals, donor priorities, and systems-level change objectives.
- Strong understanding of development communications, youth economic empowerment, and inclusive market systems approaches.
- Demonstrated ability to use communication as a tool for stakeholder engagement, program influence, ecosystem strengthening, and behaviour or mindset change.
- Strong skills in documentation, storytelling, knowledge management, and translating technical program information into compelling audience-appropriate content.
- Excellent writing, editing, presentation, and interpersonal communication skills.
- Strong stakeholder engagement and relationship management skills across donors, government, media, consortium partners, and development actors.
- Strong digital communication and multimedia storytelling skills, including social media and audience engagement.
- Ability to analyse communication performance data and use insights to strengthen communication effectiveness.
- Strong planning, coordination, and organizational skills with the ability to manage multiple priorities and deadlines.
- Demonstrated ability to strengthen communication capacity among regional teams and consortium partners.
- Strong understanding of safeguarding, ethical storytelling, informed consent, and data protection within development programming.
- Graphic design, photography, video production, or multimedia content production skills.
- Experience working on donor-funded programs, particularly within agriculture, livestock, youth employment, or financial inclusion sectors.
- Experience supporting policy engagement, advocacy, or thought leadership initiatives.
- Experience managing communications within multi-partner consortium programs.
- Masterâs degree in communication, Public Relations, Journalism, or related field.
- A Degree in marketing, communications, Public Relations or related field will be an added advantage.
- 10+ years of senior-level experience in communication and knowledge management within non-government organisation setting.
- Experience working in agrifood or livestock systems preferred.
