Position Summary The Clinical Officer/Clinic In-Charge is responsible for the overall clinical leadership and day-to-day management of the AsOne Ministries health facility in the Serere community, providing diagnostic, curative, and preventive health services in line with Uganda Ministry of Health (MoH) standards and guidelines. The role combines strong clinical competence with facility management, staff supervision, and community health leadership, ensuring the delivery of safe, effective, and compassionate healthcare. The Clinical Officer/In-Charge works closely with AsOne Ministries leadership, the District Health Office, facility staff, and the local community to promote health, dignity, and wholeness within a Christ-centered model of care. Key Responsibilities Clinical Service Delivery - Examine, diagnose, and treat patients presenting with a wide range of acute and chronic illnesses, in line with MoH clinical guidelines and standard treatment protocols.
- Provide outpatient consultations, minor surgical/procedural interventions, and emergency care within scope of practice.
- Manage maternal and child health services, including antenatal, postnatal, and under-five clinics, in coordination with midwifery/nursing staff.
- Order, interpret, and act on relevant laboratory investigations and diagnostic tests to guide patient management.
- Prescribe and dispense medication appropriately, ensuring rational drug use and adherence to national essential medicines guidelines.
- Identify and manage cases requiring referral, and coordinate timely and safe referral to higher-level health facilities.
- Provide health education and counseling to patients and caregivers on disease prevention, treatment adherence, and healthy practices.
Facility Management & Clinical Leadership (In-Charge Duties) - Provide overall leadership and day-to-day administrative and clinical management of the health facility.
- Supervise, mentor, and coordinate the work of nurses, midwives, laboratory staff, records staff, and other facility personnel.
- Develop and oversee facility work plans, duty rosters, and standard operating procedures to ensure efficient service delivery.
- Ensure compliance with Ministry of Health policies, infection prevention and control (IPC) standards, and clinical governance requirements.
- Conduct regular clinical audits, case reviews, and continuous quality improvement initiatives within the facility.
- Represent the facility in district health meetings, technical working groups, and coordination meetings with the District Health Office (DHO) and other stakeholders.
- Ensure the facility maintains a clean, safe, and welcoming environment for patients and staff, consistent with AsOne Ministriesâ Christ-centered values.
Medicines, Supplies & Equipment Management - Oversee ordering, receiving, storage, and rational use of drugs, medical supplies, and consumables, in line with National Medical Stores (NMS) and MoH guidelines.
- Maintain accurate stock records, monitor drug expiry, and prevent stock-outs or wastage through proper inventory management.
- Ensure proper maintenance, calibration, and safe use of medical equipment, and coordinate repairs or replacement as needed.
- Ensure safe management and disposal of medical/clinical waste in line with infection control and environmental health standards.
- Contribute to budgeting and procurement planning for drugs, supplies, and equipment.
Public Health, Outreach & Preventive Services - Plan and participate in community outreach programs, including immunization, family planning, HIV testing and counseling, and health education campaigns.
- Support disease surveillance, timely reporting, and response to disease outbreaks within the catchment community.
- Collaborate with community health workers/Village Health Teams (VHTs) to strengthen referral pathways and community-based health promotion.
- Support school health programs and linkages with AsOne Ministriesâ education initiatives, including student referrals from partner schools.
- Promote maternal, newborn, child health (MNCH), nutrition, and family planning services within the community.
Records, Reporting & Compliance - Ensure accurate and timely completion of patient records, registers, and clinical documentation in line with MoH Health Management Information System (HMIS) requirements.
- Compile and submit monthly, quarterly, and annual health facility reports to AsOne Ministries leadership and relevant District Health Office channels.
- Ensure the facility maintains up-to-date licenses, registrations, and compliance documentation as required by the Ministry of Health and relevant regulatory bodies.
- Maintain patient confidentiality and data protection standards in all record-keeping and reporting.
Teamwork & Collaboration - Work collaboratively with AsOne Ministries leadership to align health service delivery with the organizationâs broader mission and community development goals.
- Participate in staff meetings, training sessions, and continuous professional development activities.
- Liaise with local government health structures, NGOs, and partner organizations on health service coordination and resource mobilization.
- Engage and educate the local community, church leaders, and parents on available health services and preventive health practices.
Other Duties - Perform additional duties as assigned by AsOne Ministries leadership as needs arise.
What Weâre Looking For Required Qualifications & Experience - Education: Diploma or Bachelorâs Degree in Clinical Medicine and Community Health (or equivalent) from a recognized institution.
- Valid registration and practicing license with the Allied Health Professionals Council (AHPC) of Uganda, in good standing.
- Experience: Minimum of 3 yearsâ clinical experience, with at least 1-2 years in a supervisory or facility in-charge role preferred.
- Sound knowledge of Uganda Ministry of Health protocols, standard treatment guidelines, and health facility management standards.
- Valid certification in First Aid, Basic Life Support/CPR, and infection prevention and control (IPC).
- A demonstrated personal Christian faith and commitment to Christ-centered service.
