The CIO will manage the investment portfolio under the following considerations: liquidity, time horizon, regulatory restrictions, tax and unique circumstances. Duties and Responsibilities include: - Develop and implement a comprehensive, multi-year, multi-asset class and multi-country investment strategy, aligning with the Fundâs goals of capital preservation, growth, and income generation. The investment strategy should be in alignment with the Fund's risk tolerance and fiduciary responsibilities.
- Recommend the Investment Policy and strategy to the Board including, but not limited to, the Strategic Asset Allocation, Quantitative strategies across various classes to ensure appropriate diversification for optimal risk-adjusted returns.
- Monitor and anticipate global macro-economic, geopolitical, and market developments to identify investment opportunities and mitigate risks. Establish tactical asset allocation strategies by monitoring macroeconomic trends, conducting fundamental and technical analysis of the capital markets, developing analytical tools, and managing the dissemination of information across multiple asset classes, geopolitical regions, and sectors.
- Monitor portfolio performance, benchmark adherence, and liquidity to ensure objectives are met.
- Build relationships with several internal and external stakeholders with a view to getting investment results, getting solutions to challenges and producing innovative investment opportunities to facilitate the achievement of departmental and organizational objectives.
- Review the current organizational model, investment philosophy and processes; and if necessary, recommend and implement changes to ensure that the appropriate structure, investment philosophy and processes, skills and resources exist to manage the complex investment responsibilities of the Fund.
- Participate in or initiate schemes to promote the development and deepening of financial markets in Uganda to enhance the Fund's investment portfolio diversification.
- Establish and maintain robust risk management frameworks to mitigate downside risk while capitalizing on upside potential.
- Providing input into the strategic planning process, including the development of investment strategies and related business and operational plans.
- Take a leadership role in influencing policies affecting the development of asset classes with respect to fixed income, equities, real estate, and alternative investments across Uganda and the East African region.
- Researching and recommending new asset classes and innovative investment management styles to enhance returns, reduce risk, or minimize costs.
- Developing procedures and guidelines for different types of investments in accordance with regulatory requirements.
- Leading the development of robust investment risk management models and ensuring alignment with acceptable risk tolerance levels.
- Create and maintain a team of professionals (internal or external) to originate, analyse, finance, close, manage and exit investments in the areas of fixed income, equities and real estate.
- Build, lead, and mentor a world-class investment team, fostering a collaborative, high-performance culture.
- Regularly present investment strategies, performance, and risks to the Board, delivering high-quality and transparent reporting.
- Ensure compliance with all relevant regulatory and fiduciary obligations across multiple jurisdictions.
- Take a leadership role in the selection, evaluation, and sourcing of external consultants to complement the execution of investment strategies, ensuring alignment with the Fundâs objectives and accountability in execution.
- Negotiate fees, terms, and agreements, subject to seeking all relevant approvals, to maximize the Fundâs value.
Academic and Professional Qualifications: - Advanced university degree (masterâs or equivalent degree) in business administration (MBA), finance, economics, or a related business field and.
- A bachelorâs degree in finance, economics, business administration or commerce, engineering such as mechanical, civil, architecture, construction management, mathematics, and related fields.
- Professional qualifications such as Chartered Financial Analyst (CFA), CAIA, or FRM, with hands-on experience in investment management, are strongly desirable.
Work Experience: - A minimum of 12 yearsâ experience of progressive experience in investment management with significant exposure to multi-asset classes suitable for an institutional portfolio with at least 8 years at senior management level.
- Experience in rule-based quantitative asset allocation strategies is desirable.
