BID NOTICE UNDER OPEN INTERNATIONAL BIDDING FOR PROCUREMENT OF PUBLISHERS TO DEVELOP AND SUPPLY S3 /S4 TEXTBOOKS AND COMPETENCY TOOL KITS TEXTBOOKS UNDER FRAMEWORK CONTRACTS FOR THREE YEARS; MoES/SUPLS/2026-2027/00010

1. The Government of the Republic of Uganda through the Ministry of Education and Sports has allocated funds for the acquisition of Procurement of Publishers to Develop and Supply S 3, S 4 textbooks and Competency Tool Kits Textbooks under Framework Contracts for Three Years.
2. The Entity invites your sealed bids for the provision of the above services.
3. Bidding will be conducted in accordance with the Open International Bidding method contained in the Public Procurement and Disposal of Public Assets Act, Cap 205 and the Regulations made under the Act and is open to all bidders.
4. All eligible bidders may obtain further information and inspect the document at the address given below at 8(a) from 9:00 a.m. to 4:00pm
5. Bidding documents in English may be purchased by interested bidders on submission of a written application to the address below at 8(a) upon payment of a non-refundable fee of UGX: 100,000 (One hundred thousand Uganda Shillings only). The method of payment will be through obtaining a Bank Payment Advice Form from the cashier on 5th Floor, Room 5.04, Embassy House and paid at the designated Bank with effect from 28th September, 2026. on presentation of proof of payment, bid documents may then be collected from the Procurement and Disposal Unit Room 3.7 with effect from 28th September, 2026.
6. Bids must be delivered to the address below at 8(c) at 10:00am on 12th January, 2027. All bids must be accompanied by a Bid Securing Declaration as indicated in the bid document. Bid securing declarations must be valid until the date stated under ITB 25.3. Late bids shall be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend at the address below at 8(d) on 12th January, 2027.
7. There shall be a pre - bid meeting at Embassy House, Level 3 Boardroom at 10:00am on the dates indicated in the proposed schedule in this notice
8. Bidders should note the following:

   (b) Documents will be issued from: Embassy House, Level 3, Room 3.7
