JOB DETAILS: Department/Office: Regional Service Centre at Entebbe Duty Station: Entebbe, Uganda Job Opening Number: 24-FIN-RSCE-248919-J-ENTEBBE (R) Posting Period: 5 December 2024 – 18 December 2024 Organizational Setting and Reporting The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services, and solutions to operating entities across the UN Secretariat. The RSCE, located in Entebbe, provides efficient, client-oriented, and scalable services to various UN entities, covering transactional elements of HR, finance, ICT, and more. This role is located in the Travel, Claims, and Education Grant Pillar of the Claims Service Line. The Associate Finance Officer will report to the Service Delivery Manager and support managing the Claims Service Line within RSCE’s Service Delivery Model. Key Responsibilities • Service Line Management: Support the achievement of RSCE Key Performance Indicators (KPIs) and Service Level Agreements (SLAs). • Claims Processing: Manage services related to travel and non-travel claims, ensuring adherence to UN policies. • Budgeting: Contribute to the development and review of the Service Line's annual budget, including cost estimation, performance monitoring, and variance analysis. • Financial Analysis: Provide advice and corrective actions on financial regulations, audits, and queries. • Auditing and Compliance: Act as a focal point for internal and external audits, ensuring adherence to UN Financial Rules and Regulations. • Capacity Building: Identify training needs and implement training programs for Service Line staff. • Reporting: Prepare financial reports and develop outreach presentations related to claims. • Certification Role: Serve as a Certifying or Approving Officer under UN Financial Rules. Competencies 1. Professionalism: Strong understanding of financial regulations and auditing practices. 2. Planning and Organizing: Ability to develop clear goals, prioritize tasks, and meet deadlines. 3. Client Orientation: Focus on understanding client needs and delivering efficient solutions. 4. Managing Performance: Delegate tasks effectively, monitor progress, and support staff development. Education and Work Experience • Education: o Advanced degree (Master's or equivalent) in business administration, finance, or a related field. o A first-level degree (Bachelor’s) with two additional years of experience may be considered. • Work Experience: o At least two years of progressively responsible experience in finance, administration, or budgeting (four years if holding a first-level degree). o Experience with the UN common system or similar organizations is desirable. o Knowledge of IPSAS, ERP systems (e.g., SAP), advanced Excel, and data analysis tools like Power BI is an advantage. Languages • Required: Fluency in English. • Desirable: Knowledge of French. Assessment Qualified candidates may undergo an assessment exercise followed by a competency-based interview.
