Gulu University is a Public University established by Statutory Instrument No. 31 of 2003. The University was set to serve as a launch pad for equitable development in Uganda; provide knowledge and skills; and stimulate innovations in education, technology, economic advancement and social development. The University is in Gulu City with study centres in Kitgum and Kotido Districts, Hoima City; and a Constituent College Project in Moroto District.
Job Summary:  To improve efficiency and increase profits while managing the company’s overall operations, while spearheading critical functions in Gulu University Holdings Limited, including, fundraising, operational budgets, launching price promotions that could attract more customers and offering support in hiring staff.
Key Duties and Responsibilities:
- Leads and manages the company within the parameters established by the Board;
- Develops and recommends the strategic plan to the Board and implements the corresponding annual operating plans, capital plans and other initiatives that support and advance the Company’s goals and aspirations regarding long-term sustainability including practices related to ESG (Environment, Social and Governance);
- Directs and monitors the activities of the company in a manner that ensures that the assets of the Company are safeguarded and optimized in the best interests of the board of trustees;
- Develops and implements operational policies to guide the company within the limits prescribed by the company’s by-laws and the framework of the strategic plan adopted by the Board;
- Ensures the integrity of the company’s internal control and management systems;
- Identifies the principal risks of the business and ensures the implementation of systems to mitigate these risks;
- Ensures that the company achieves and maintains a satisfactory competitive position within its industry and a high standard for its products and services;
- Ensures compliance with the company’s environment, health and safety policies and procedures;
- Develops and recommends to the Board the overall corporate organizational structure;
- Reviews the appointment and performance of senior management of the company with the Board;
- Establishes and maintains annual approved workplans for the development and succession of senior management;
- Develops and implements, with the approval of the Human Resources and Compensation
- Committee of the Board, the company’s employee compensation plan;
- Develops, manages, and oversees a communication plan for the Board of Trustees and other stakeholders, and acts as the principal spokesperson for the company;
- Organises regular Board meetings to review material issues and to ensure that the Board is provided with relevant and timely information;
- Ensures that the Board has access to management necessary to permit fulfilment of the Board’s duties and responsibilities;
- Fosters a corporate culture that promotes ethical practices and encourages individual integrity, consistent with the company Code of Ethics and Business Conduct and sustainability guiding principles;
- Seeks Board approval for expenditures or transactions falling outside the budget or authorities approved by the Board.
- Manages the allocation, utilization and accountability of the company’s financial resources.
- Advises Management on issues of Protocol and general administration in accordance to the Companys Act and other applicable rules, regulations and laws.
- Ensures timely, efficient and accurate communication of Board of Directors’ decisions to stakeholders.
- Leads in fundable project proposal development and fundraising drives.
- Coordinates the Financial reporting, Planning and Budget Processes of the company.
- Oversees the procurement and disposal processes of Assets, good and services to and from the company in accordance to the PPDA Act and regulations.
- Recommends to Board of Directors for Appointment to the contracts Committee and Sub-Contracts Committees
- Coordinates the provisions of security to the company’s assets and its community.
Qualifications, Skills and Experience:
The applicant must possess the following:
- Master of Business Administration or Master of Science in Accounting and Finance or a related field from a recognized institution.
- An Honours Bachelors Degree in Business Administration or Commerce, or Accounting and Finance or a related field from a recognized institution.
- Postgraduate Diploma in Project Planning and Management is an added advantage
Essential Skills/Competencies:
- Strong understanding of corporate finance and performance management principles
- Skills in developing profitable strategies and implementing vision.
- Familiarity with diverse business functions such as marketing, PR, finance etc.
- Understands the current tax regime in Uganda and holding company compliance requirements
- In-depth knowledge of corporate governance and general management best practices
- An entrepreneurial mind-set with outstanding organizational and leadership skills
- Analytical abilities and problem-solving skills
- Excellent communication and public speaking skills
- Work Experience: Minimum of six years’ work experience in a managerial position.
- Age Limit: The applicant must be aged Fifty-five (55) years or below at the time of application.
