Amendment No. 01: Consultancy Services to Finalize and Operationalize the Uganda National Health Product Registry (NHPR) tender job at Chemonics International Inc

 Background
On January 12, 2026, Chemonics GHSC‑PSM Uganda launched RFP # UGA0052/2025 to engage qualified organizations to provide consultancy services for the finalization and operationalization of the Uganda National Health Product Registry (NHPR).

Purpose
This Amendment No. 01 is being issued to reflect the following changes:

a) Update the chronological list of proposal events (Section I.2) 

Amendment Specifically, the RFP # UGA0052/2025 is amended as follows:

a) Replacing in its entirety Section I.2 Offer Deadline and inserting in its place the following:

Offerors shall submit their offers no later than 17:00 Uganda local time on February 16, 2026.

Offerors are responsible for ensuring that their offers are received in accordance with the instructions stated herein. In accordance with FAR 52.215-1(c)(3)(ii)(A) late offers may be considered at the discretion of Chemonics. Chemonics cannot guarantee that late offers will be considered.

b)  Replacing in its entirety Section I.7 Chronological List of Proposal Events and inserting in its place the following:

The dates above may be modified at the sole discretion of Chemonics. Any changes will be published in an amendment to this IQS RFP.

2026. Proposal Conference. A virtual proposal conference will be held on February 5, 2026, to provide interested offerors with an opportunity to learn more about the GHSC-PSM Uganda project and to ask questions regarding this RFP and the solicitation process. Pre-registration is required and must be completed no later than COB February 3, 2026. Chemonics welcomes participation from all interested local organizations. The link to the virtual conference will be provided to all registered offerors. Offerors must submit their registration request and any advance questions by COB February 3, 2026 via email to the GHSC-PSM Uganda Procurement Team at ugandaprocurementghsc-psm.org

Written notes from the proposal conference will be provided electronically to all registered offerors, including those who submit written questions in advance but are unable to attend. Participation in the proposal conference is at the offeror’s own expense and discretion, and Chemonics will not reimburse any costs associated with attendance

1. Written Questions and Clarifications. All questions or requests for clarification regarding this RFP must be submitted in writing to the GHSC-PSM Uganda Procurement Team at

ugandaprocurementghsc-psm.org no later than 17:00 EST on January 29, 2026. Questions and requests for clarification, and the corresponding responses, will be circulated to all RFP recipients who have indicated an interest in this RFP.

Only written responses issued by Chemonics will be considered official and binding for the purposes of this RFP and the subsequent evaluation. Any responses provided outside the official communication channel— whether verbal or written—by employees or representatives of Chemonics International, the GHSC-PSM project, or any other party shall not be considered official responses to this IQS RFP.

2026. Proposal Submission Date. All proposals must be received no later than 17:00 Uganda local time on 16 February 2026.

Oral Presentations. 
Chemonics reserves the right to invite selected offerors to participate in oral presentations before the technical evaluation committee. Such interviews may include oral presentations of the offerors’ proposed activities and approaches. Offerors should be prepared to deliver these presentations to the technical evaluation committee at the GHSC-PSM office or virtually, if requested, within two (2) days of receipt of notification. 

Subcontract Award (estimated). Chemonics will select the proposal(s) that offer the best value in accordance with the evaluation criteria set forth in this IQS RFP.

All other terms and conditions of the original RFP No. UGA0052/2025 remain unchanged.

Any references in the original RFP to dates listed in the RFP’s Chronological List of Proposal Events or to the previous Chemonics email address are superseded by the revised calendar and email address specified in Amendment No. 01. All other terms and conditions of the original RFP No. PSMUGA–FOPSM–2025-01 remain in full force and effect
