About the Company:
The National Agricultural Research Organization (NARO) is mandated to coordinate, oversee and guide agricultural research in Uganda. The organisation is made up of a Council as its governing Body, a Secretariat for its daily operations. and 16 Public Agricultural Research Institutes (PARIS) under its policy guidance.
Job Summary: Â To implement and ensure compliance with human resource and administrative policies and procedures.
Key Duties and Responsibilities:
- Participate in the development, implementation and evaluation of strategic human resource management plans and budgets.
- Coordinate the recruitment and selection process and serves as secretary to the Interview.
- Responsible for processing institute generated payrolls for non-core staff and ensuring that statutory deductions (such as PAYE and NSSF) are remitted to respective Institutions.
- Monitor the performance of staff to ensure attainment of set performance targets and specifically evaluating performance of staff under-going probation in order to determine their suitability for confirmation in employment.
- Develop, coordinate and implement effective strategies for improving workplace relations in order to gain employee commitment and improved morale.
- Oversee the implementation of an effective human resource management information system for monitoring, tracking and evaluating employee activities.
- Assess training needs of staff as well as developing and implementing on the job training programmes.
- Perform any other Human Resource duties assigned by the Director of Research
Administration Functions
- Coordinate and manage all contracts relating to goods and services like, security services, cleaning, repair services, compound maintenance and ensuring that high quality services are provided.
- Maintain Institute installations, buildings, furniture, fixtures and fittings office equipment and any other institute property.
- Manage Institute fleet as per the NARO Fleet Management Policy and other relevant Laws.
- Ensure availability and proper utilisation of utilities and services (electricity, water, generator and telephone).
- Supervise contracted service providers (cleaning and security services).
- Develop and disseminate in a timely manner all administration policies and guidelines on procedures and relevant legislative requirements.
- Maintain and update NARO assets register.
- Supervise drivers, support staff and security staff.
- Prepare and submit reports and any other briefs to the Director of Research and Officers at NAROSEC as may be required.
- Perform any other relevant administrative duties assigned by the Director of Research.
Qualifications, Skills and Experience:
- Applicants should hold an Honors Degree in Social Sciences, Public Administration, Development Studies or Business Administration, with Human Resource Management offered as a module.
- A post-graduate Diploma in Human Resource Management or Public Administration is an added advantage.
- Must have experience of at least three (3) years at a level of Human Resource Officer and Administration in a reputable organisation
- Age limit: Applicants should not be more than 40 years of age
