About Organisation:
In 2005, Bantwana Initiative Uganda was founded to support the fourth wave of the HIV epidemic impact on communities that saw a massive increase in Orphans and Vulnerable Children (OVC) Since local registration, Bantwana has strengthened its collaboration with local leaders as well as focused community efforts which emphasizes holistic care for orphans and vulnerable children (OVC). Bantwana has addressed compounding vulnerabilities especially those affected by poverty, HIV, and gender-based violence, which are affecting adolescent girls and boys as well as younger children-through parenting programs.
Job Summary: The TLC Regional Coordinators will provide regional leadership and manage the day-to-day oversight of the activities in the region both administrative and technical related to BIU TLC project. The Regional Coordinator will ensure that the BIU/TLC resources, sub partner, Local Governments, community structures, and targeted families are coordinated effectively and efficiently in the delivery of BIU TLC project activities. S/he will be responsible for supporting the direct implementation in the region in terms of developing a culture of learning, a team environment, and cultivating key external relationships with District Local Governments, TLC consortium partners and other child wellbeing focused CSOs in the region. The Regional Coordinator will work closely with the ECE Lead, MEL Manager and Finance and Grants Manager to ensure adherence to BIU and TLC standards and procedures. S/he will ensure bottlenecks/challenges to achieving TLC service delivery targets are resolved across region leading to increased enrolment of 3-5year olds primary school with pre literacy and numeracy skills. The Regional Coordinator will oversee the regional programs and finance teams.
Key Duties and Responsibilities:
Lead BIU TLC project management, implementation, monitoring, reporting, developing and maintaining partnerships to meet TLC ECE objectives in the region.
Identify challenges and opportunities to increase access to high-quality ECE programming for marginalized groups and enhance referral pathways for successful transition of children to primary school within the region.
Provide technical expertise to regional project teams, handle administrative and supervisory responsibilities; and also work closely with TLC Consortium partners, OVC sub partner, District Local Governments and Community structures.
Strengthen the capacity of staff, partners, and stakeholders to integrate gender equity, social and emotional learning and other social inclusion considerations into intervention design, implementation, and monitoring and evaluation.
Participate in the development of project annual, quarterly, monthly and weekly work plans and scheduling of CBECE review and reflection meetings at regional level
Provide leadership to the regional team in planning, implementation, and monitoring of project activities in the region. S/he will work with the BIU ECE Lead and OVC sub partner to ensure an integral approach during implementation of TLC ECE interventions.
Maintain a central role in implementing the BIU TLC ECE activities in a timely manner in the region, including ensuring relevant intermediate results and targets are met, as well as identifying new initiatives that strengthen and deepen programming to achieve learning outcomes among the 3-5year olds.
Support timely development and submission of project reports both quarterly and annual progress reports, including documenting all administrative and programmatic activities such as meeting minutes and shared accordingly.
Provide mentorship, support supervision and coaching of OVC partner and regional TLC project staff to enable them deliver the CBECE model to beneficiary households and ECE centers including Learning through Play (LtP) age- and developmentally-appropriate activities.
Coordinate with program Manager to ensure operational systems are in place to support field activities, including logistics (transport, facilitation, procurement, security, administration, and human resources).
Qualifications, Skills and Experience:
A bachelor’s degree in Leadership, Management, Education, Social Works and Social Sciences, Community Development, Gender Studies, or any other related degree in Humanities. Additional training in Project Planning and Management or Master’s degree is an added advantage.
Minimum of 6 years of progressive experience implementing USG funded or other key Education donor funded projects.
Specific Knowledge, Skills and abilities Required;
Demonstrated experience in developing, managing and monitoring high-quality ECE programming for marginalized groups, particularly in community-based early childhood settings, and home-based (parenting) settings.
Proven experience in Learning through Play methodologies is an asset.
Solid understanding of the ECE eco-system including relevant policies and guidelines and contextual knowledge of barriers to pre-primary education in Uganda
Demonstrated experience in collaborating with the private sector for greater scale, sustainability, and effectiveness of early childhood development programming and outcomes. Proven interpersonal skills with the ability to build personal relationships with staff, TLC consortium partners, and Local Government stakeholders at all levels in a culturally sensitive manner
Effective oral and written communication skills to make formal and informal presentations and compose professional and analytical reports and program documents in English.
Ability to work in a challenging environment, under high pressure and able to cope with tight deadlines. Willingness to travel frequently to project sites within the district including beneficiary households.
Proficient in MS Office programs (including Word, PowerPoint, and Excel) and Google products (Drive, Gmail, Docs)
