Firm Fixed Price (FFP) Contract – Internet Services
DT Global International Development USA Limited (DT Global) is soliciting bids for Internet Service Providers based in Kampala. These services are required for the USAID Feed the Future Uganda Institutional and Systems Strengthening (ISS) Activity under Contract No. 72061721C0003 funded by the United States Agency for International Development (USAID).
Instructions:
Firms invited by ISS Activity to submit offers (hereinafter “bids” or “offers”) for the services described below are under no obligation to do so. Bidders (hereinafter “Bidders” or “Offerors”) shall not be reimbursed for any costs incurred in the preparation and submission of bids. It is the intention of DT Global to award one or more fixed price contracts, however this RFQ and any modifications in no way obligate DT Global or USAID to award a contract nor does it commit DT Global or USAID to pay any cost incurred in the preparation and submission of the bid. DT Global will reject any bid that is unacceptable. Further, DT Global reserves the right to waive any minor informalities in the bids received if it appears in the best interests of the ISS Activity to do so, to reject the bid of any firm if, in DT Global’s judgment, the firm is not fully qualified to provide the goods and services as specified in the contract, or to reject all bids. Any resulting contract from this RFQ will be Fixed Price for monthly Internet services. All quotes should be inclusive of value-added tax (VAT) and or any applicable taxes.
Eligible Offerors include legally registered U.S. and Ugandan not-for-profit and for-profit organizations, and non governmental organizations (NGOs). A firm will be considered ineligible if it has been suspended, debarred, or ineligible, and/or on the “Consolidated Lists of Designated Nationals” or other relevant federal databases. All commodities and services which will be financed under any resultant contract(s), the supplier shall ensure are in accordance with the requirements of 22 CRF Part 228, “Rules for Procurement of Commodities and Services Financed by USAID.” All telecommunications equipment and services must additionally be compliant with USAID “Section 889” requirements, which prohibit the use of certain telecommunications equipment and services – including equipment, systems, or services that use prohibited telecommunications equipment or services as a substantial or essential component of any system – from a number of companies including Huawei Technologies Company, ZTE Corporation, Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company (see attached certification for more detailed description of the requirements). DT Global reserves the right to cancel this RFQ in whole or in part, for any reason. It is the bidder’s sole responsibility to ensure that bids are received by ISS on or before the offer deadline of March 1, 2024, 17:00 local time, Kampala, Uganda.
Scope of Work:
The contractor will provide Internet services, including:
- The contractor shall seek to understand the current cable ducting and other infrastructure in ISS Activity premises and develop a solution that will meet our requirements.
- Use the available cable ducting or infrastructure on the premises and install internet services.
- Ensure availability of this service at all times.
- The contractor shall note that there is a 24-hour technical coverage of the service support and should therefore be operating a 24/7 support center.
- The contractor shall provide any required hardware, telecommunications application or software upgrades or any licenses that may be required to keep the service operational after it has been commissioned.
- The contractor shall bear any installation costs that may be required to keep the quality of the service acceptable.
- The contractor shall be responsible for any additional costs arising from technical modifications and change of internet provisioning services.
Required Bandwidth:
Required minimum of 30 mbps up/down dedicated speed, fiber connection, and at least 2 public IP addresses. Any changes to the bandwidth will be negotiated in discussions with the successful offeror.
Deliverable:
The contract shall provide all documentation for the installed infrastructure, ensure that the internet is running smoothly, and provide the account managers contact information.
Warranty:
The contractor shall provide warranty for any equipment supplied under this contract. The cost of
maintenance, repairs and/or replacement of any failing component supplied under this contract will be fully borne by the contractor.

E. Certification that firm/company is eligible to participate in this procurement under the terms and conditions of this solicitation and under USAID regulations and are currently not excluded from federal procurement or non-procurement programs.

G. Signature of authorized representative
H. Monthly price quote for providing services according to the above Scope of Work and delivery schedule, inclusive of any applicable taxes.
I. Evidence in support of the firm’s technical qualifications, and ability to perform the contract if its bid is accepted. This shall consist of documentary evidence indicating;
i. The Offeror has the technical and production capability necessary to perform the contract and will be able to comply with the required or proposed delivery schedule.
ii. A description of the offeror’s relevant experience to carry out the Scope of Work.
iii. Compliance with section 889 policy by signing the certification in appendix A attached.
Evaluation of Bid:
The ISS Activity will select the bid that offers the best overall (i.e., best value) proposal that is determined to be the most beneficial to the ISS Activity with appropriate consideration given to the following evaluation criteria:
• Qualifications: The bidder’s overall capability to undertake work in this area is based on their qualifications and relevant experience.
• Price: Reasonableness and competitiveness of the costs proposed for the services.
Any resultant contract award may be subject to USAID approval. All correspondence and/or inquiries regarding this RFQ must be requested in writing by email not later than Wednesday, February 28, 2024, at 17:00 and must reference the above RFQ number, and must be directed via ugandaprocuredt-global.com email to the attention of:

The instructions to bidders shall not form part of the bid or of the contract. They are intended to aid bidders in the preparation of bids. For the purposes of interpretation of these instructions, unless otherwise stated, the number of days stated herein shall be consecutive calendar days.
